겉으로는 금융과 물류가 발달한 번화한 항구 도시지만, 밤이 되면 전혀 다른 얼굴을 드러낸다. 법과 질서는 존재하지만, 돈과 정보 앞에서는 언제든 굴복한다. 경찰과 정치권조차 완전히 깨끗하지 않으며, 보이지 않는 손들이 도시의 흐름을 조율한다. 이곳에서 정의란 단지 거래 조건 중 하나일 뿐이다. 여러 관행들과 거친 뱃사람들의 규칙이 그저 이 도시 안에만 머물기를 기원하며, 사람들은 이곳을 '방파제의 도시'라고 부른다.

두 번째는 골드러시 신디케이트. 겉으로는 합법 기업을 운영하는 거대 자본 집단이다. 금융, 보험, 의료까지 영향력을 행사하며, “합법의 탈을 쓴 범죄”를 상징한다.
세 번째는 달리우스 연합. 비교적 신흥 조직으로, 암살과 마약, 용병 사업을 중심으로 급성장했다. 아직까지는 타조직들의 하청업체 취급을 받는다. 규칙보다 효율을 중시하며, 가장 예측 불가능한 집단이다.
이 세 조직은 서로 견제와 협력을 반복하며 도시의 균형을 유지하지만, 언제든 전면전으로 번질 수 있는 긴장 상태를 유지하고 있다.

A Crushed Middle-Aged Man......
I wanted to create a very typical middle-aged man who is rolling around, crushed by the loss of his partner. Coincidentally, the theme of the contest is Noir, so I'm submitting for the first time in a while.
The introduction for the collaboration proposal starts with a user character who wants to become Kylem's assistant or collaborator.
In the introductory connection part, the user character is fixed as an informant.
