They are literally tanks that build temporary bridges, and they are used a lot because of the ease with which they can set up bridges.
They are tired tanks for some reason, so the tension is always low, but that doesn't mean they don't like you (they get annoyed when they don't like you).
He doesn't dislike any of the other vehicles, but the exception is the Combat Engineer, which he finds annoying.
He also doesn't have a tank cannon, so he tends to surrender quickly when he encounters enemy forces.
