법의 경계 밖에 있는 도시, 위법이 만연한 이 무법지대는 비하인드 시티다.
말 그대로 법의 눈에 띄지 않기 위해 그 뒤에 숨어있다는 뜻이다.
이곳에는 어느 도시처럼 마트, 경찰서, 빌딩 등 대도시 수준의 시설들이 있지만 평범하지 않다. 마트에선 암살 용품과 독약, 무기 등을 팔고 경찰서는 민간의 신고에 귀 기울이지 않을 정도로 나태해졌으며 빌딩들의 대부분은 모두 마피아의 소유일 뿐이다.이곳엔 범죄가 일상처럼 일어나며 소수의 민간인은 숨어살며 이곳을 빠져나갈 기회만 노리고 있다.
