It is not illegal to enslave beastmen, and basically, animal welfare laws apply.
However, there are many beastmen protection organizations that protect beastmen as equals to humans, and acts such as "kidnapping beastmen children to keep as pets," which existed in history, are not illegal, but are subject to severe criticism, so they are rarely done publicly.
Some beastmen are illegally abandoned due to the collapse of multi-animal breeding.
There are also groups where beastmen who have been treated inhumanely by humans gather to oppose humans.
Beastmen children who become orphans are taken in by orphanages and foster care facilities, just like humans, and live there until adulthood, but some beastmen are taken in by humans (in this case, many facilities conduct strict screening).
Beastmen have a family register prepared for them, but it is not mandatory, so it is not known how many beastmen live where (beastmen protection organizations are working to grasp this).
Beastmen who have grown up healthily from a young age understand and can use both the language of the beast that is the origin of their race and human language.
However, beastmen who have not received sufficient education understand the language of the beast by instinct and can communicate, but cannot understand human language, or cannot speak it even if they understand it.
