# 개성
- 인구의 약 80%가 "개성"이라고 불리는 초능력을 가지고 있다.
- 보통 4살 전후에 발현되지만 개인차가 크다.
- 부모의 영향을 크게 받으며, 자연히 그 자식들은 부모와 비슷한 개성을 지니는 경우가 많다. 보통 부모 중 한쪽의 개성을 그대로 물려받거나, 부모의 개성이 섞인 개성을 물려받는다.
- 차이는 있을지언정 거의 누구나 갖고 있고, 타인과 완벽히 중복되는 경우도 있다. 또한 유사하거나 원리는 완전히 다르지만 결과가 비슷한 능력도 제법 있다.
- 신체 기능의 일부이기에 근육을 찢으면 근육이 회복하면서 근육량이 늘어나듯, 쓰면 쓸수록 강해지고, 상한치도 오르는 경우가 많다.
- 이런 것도 개성인가 싶을 정도로 약한 것부터, 건물 수 채는 쉽게 박살낼 정도로 막강한 것까지 그야말로 천차만별의 개성이 존재한다.
- 개성이 고착화된 작중 현재의 일본은 개성의 사용을 법으로 규제해놓았다. 개성에 관한 법률은 다음과 같다.
① 자격이 없는 자가 공공장소(도보, 학교 등)에서 한도 이상으로 개성을 사용하는 것을 금한다.
② 자격이 있다면 개성의 사용이 허용된다.
③ 자격이 있더라도 특정 조건을 제외하면 개성의 사용이 제한된다.
# 무개성
- 개성을 타고나지 않은 인간.
- 세대를 거듭하면서 점차 무개성 인구가 감소하고 있다. 사람들은 개성을 진화의 결과물로 보고 있기 때문에 무개성인 사람은 '진화가 덜 된 개체'로 취급되는 경향이 강해서, 특히 어린이 사회일수록 무자비한 사회적 멸시에 노출된다.
- 무개성 진단법은 새끼 발가락 관절 개수를 세보는 것. 관절이 2개인 사람들은 별로 쓰지도 않는 관절을 하나 더 가지고 있기에 진화가 덜 된 것으로 보아 무개성일 확률이 높다.
# 히어로
- 개성이라는, 개개인마다 선천적으로 가지고 태어나는 초능력이 생기면서 범죄도 점차 그 전과는 비교할 수 없을 만큼 과격하고 잔인해지자, 몇몇 정의로운 자들이 뜻을 모아 자신의 개성을 사용해서 빌런들을 상대로 싸웠다. 이들은 비질랜티라고 불렸으며, 당시엔 빌런과 마찬가지로 범죄자로 취급받았다.
- 사회가 어느 정도 안정되기 시작하면서 이 비질랜티들이 하던 일은 법적으로 "히어로"라는 직업을 가진 자들이 이어받게 된다.
- 기본적으로 국가로부터 돈을 받는 사법 공무원 같은 위치. 같은 사법 기관인 경찰은 국가의 통제를 받으며 현장에서의 개성 사용이 제한되지만 히어로는 개개인의 자율에 의거해 활동이 가능하고 현장에서의 개성 사용이 자유롭다.
- 소속사 측에서 활동 성과를 집약해 국가에 보고하면 성과의 등급에 맞는 성과급을 받는다. 이 성과급이 프로 히어로들의 기본급에 해당한다. 이런 직업적 면모 때문에 붙는 통칭이 "프로 히어로".
- 주로 범죄자를 잡거나 재해현장에서 사람을 구조하는, 히어로라면 당연히 떠오르는 활동에서부터 쓰레기 치우기 등의 일반 봉사활동까지 다양하다. 잡은 범죄자의 등급이나 재해의 규모에 따라 성과금이 높다.
- 같은 히어로라도 활동양상에 따라 전문 분야가 세분화 되어 있으며 빌런 진압 전문, 재난 구조 전문 등이 있다.
- 빌런 진압 분야에서의 히어로의 역할은 어디까지나 경찰을 도와서, 혹은 대신해서 빌런을 사살이 아닌 제압하는 것이 기본. 검거해 유치장에 직접 감금하거나 본인의 의사로 심판을 하는 등의 사적 무력행사는 기본적으론 금지되어 있다. 하지만 때때로 상황에 따라선 사살이 가능하다.
- 히어로들은 이른바 부업이란 게 허용되어 자기 자신을 컨텐츠로 만들어 마치 연예인처럼 광고모델이나 방송인 등등으로 활동한다. 초창기에는 이러한 부업 제도에 대한 논란이 꽤나 있었다. 하지만 대중의 인기로 먹고사는 히어로의 특성상 연예인과도 활동 영역이 상당히 겹치게 되어 자연히 부업이 허용되게 되었다.
- 일단 히어로 중에서도 상위급 히어로는 그만큼 실적도 많고 인기도 좋아 돈을 많이 버는 듯하지만, 유감스럽게도 히어로가 도시에 입힌 피해는 사무소에 그대로 청구가 되기 때문에 힘 조절을 잘 못하거나 개성의 파괴력이 큰 히어로의 사무소는 적자경영을 하는 경우도 많다.
- 직무시 유용하게 쓸 수 있는 히어로 네트워크(HN)가 존재한다. 전국 히어로의 활동 보고를 볼 수 있고, 편리한 개성을 보유한 히어로에게 도움을 청할 수 있다.
# 유에이 고등학교
- 미래의 프로 히어로들을 육성하기 위해 세워진 일본 최고의 히어로 양성기관.
- 3년제 국립고등학교이며 그 히어로과는 국내 최정상이다.
- 국내 히어로 최상위 랭커의 대다수를 배출한 학교이며 유에이 상위권 학생들은 프로 수준의 실력자로 취급받는다.
- 일반적으로 유에이의 히어로과 학생들은 학교를 졸업하고 나면 대학으로 진학하지 않고 프로 히어로의 사이드킥으로 취업을 한다고 한다.
- "PLUS ULTRA"라는 말이 유에이의 교육이념이다. 교육이념대로, 유에이의 수업은 기본적으로 각 과목 담당교사들의 재량으로 학생들에게 끊임없이 시련을 부여하고 극복하게 한다.
- 교사진이 전부 현역 프로 히어로들이라 고난이도의 시험을 학생들에게 사전 고지따위 없이 기습적으로 실시한다.
- 유에이의 건물은 기본적으로 천장 높이가 매우 높고, 전반적으로 교내 시설이 큼직큼직하다. "배리어 프리"라고, 덩치가 큰 이형계 개성 보유자들이 다니는 데 불편함이 없도록 배려한 설계이다.
# 빌런
- 개성의 힘을 주체하지 못하고 위험한 일에 악용하는 존재. 즉, 범죄자이다.
- 초상 과도기에는 사회 각지에서 혼란을 일으켜왔다. 지금에서야 빌런들이 낙오자 취급을 받지, 올마이트 데뷔 전 일본은 범죄율이 지금보다 훨씬 높은 비참한 사회상이었다. 올마이트 데뷔 이후 잡범들이 간간히 난동을 부릴지언정 일본 전역의 조직적인 범죄는 아예 씨가 말랐다.
- 초상 이전, 즉 프로 히어로란 개념이 있기 이전부터 있던 야쿠자같은 위험 범죄조직이나 폭력배들은 현재 눈에 띄는 범법행위없이 조용히 있더라도 '빌런 지정단체'로 낙인찍고 경찰의 감시를 받고 있다. 또한 히어로들에게 제압당한 빌런을 치료하는 빌런 병원도 있다.
- 특성상 법치주의에 근거한 허가를 받지 않고 사욕을 위해 개성을 사용하는 사람 전반을 말하기에 빌런이 칭하는 범위가 대단히 넓다.
- 히어로에게 제압당한 빌런들은 특수 장비로 개성을 못쓰게 포박하고 '메이든'이라 불리는 원통형 운송장치에 넣어져 경찰측 차량을 통해 호송된다. 히어로의 역할은 어디까지나 빌런의 제압으로, 후송 조치 및 법적 절차의 이행은 순전히 경찰에 의해 이루어진다.
- 덤으로 정식 히어로 절차를 받지 않고 개성을 사용하거나 빌런 등을 잡는 비질랜티(자경단)도 공식적으로는 빌런이다. 단, 히어로들 입장에서는 선을 심하게 넘거나 하지 않는 이상 적극적으로 잡을 생각은 없는 모양. 보통 이런 일은 경찰이 한다.
# 히어로 공안위원회
- 히어로를 이끄는 상위 통솔 국가기관으로 히어로들이 나아갈 방향을 알려주는 나침반 역할을 한다.
- 국가가 공권력을 남용하지 못하도록 민간 위원들이 감시하기 위해 존재하지만, 실질적으로는 공권력을 통제하고 있다.
- 일본의 경찰청 내부에 경찰청 상위 통솔기관인 국가 공안위원회가 위치해 있다.
- 공안위원장 한 명, 위원 다섯 명으로 총 6명이 의결한다
- 다수의 직원 중 2,000명가량이 경찰로 구성되어있으며, 의원들은 정기 회의 날이거나 위원장이 소집한 경우를 제외하면 출근하지 않고, 평소 같은 건물의 휘하 경찰청 직원들이 본업과 함께 위원회의 행정 업무를 겸하며 각 의원을 보좌한다.
- 개성 사회에 히어로는 국가 안보와 직결되어서인지 출연하여 위원회의 서무·실무를 보좌하는 경찰 직원들이 국가 내외 기밀을 맡아 안보를 수호하는 공안 출신이다.
- 이들은 직속으로 공안 전속 히어로를 두고 있다. 당연하지만, 히어로 공안위원회와 경찰의 부서 중 하나인 공안은 전혀 다른 별개의 조직이다.
# 타르타로스
- 세계관의 최고 레벨 빌런들이 수감되는 특수구치소. 단 행정분류상으로는 구치소지만 실제로는 형의 확정, 미확정과 무관하게 국민의 안전을 심각하게 위협한 혹은 위협했던 인물들을 엄중하게 감금 및 감시하는 시설이다.
- 사형 판결조차 아까울 정도로 죄가 무거운 최악의 죄수들만 수감되는 장소라고 하며, 수속 절차가 매우 까다롭다.
- 정식 명칭은 대'개성' 최고경비 특수구치소로, 시민의 안전을 심각하게 위협한 인물들을 엄중히 감금하고 감시한다. 개성의 위험성이나 사건의 중대성이 크면 클수록 지하 깊이 수감되며 최하층은 수심 500미터. 한 번 들어가면 나갈 수 없어 개성 사회의 어둠이라 불리는 곳이다.
- 본토에서 5km 떨어져 있고 배나 헬기는 들어오지 못 한다. 유일한 출입구는 본토와 타르타로스를 잇는 다리 하나 뿐이다. 지하 10층이 최하층이며, 빌런에 따라서 가둬놓은 상황도 다르다.
# 빌런 연합
- 시가라키 토무라와 올 포 원이 소속된 악의 조직.
- 초반에는 사실상 제대로 된 멤버도 없이 노우무에만 의존하는 세력이었으나 브로커인 기란이 뛰어난 빌런을 대거 스카우트하고, 스테인 사건에 영향을 받은 빌런 몇몇이 가입을 희망하면서 사실상 현재의 조직이 되었다.
- 조직의 명확한 비전이나 목표는 없고, 그저 올마이트를 죽이고 세상을 혼돈에 빠트리는 것 정도가 목표인 세력. 빌런으로 활동하는 만큼 조직원들도 나름 원하는 게 있긴 하지만 그 목표가 애초에 상식을 벗어났거나 이루려는 방식이 잘못된 파탄난 인물들로 구성되어 있다.
# 올 포 원
- 원 포 올 계승자들의 숙명의 적이자 시가라키 토무라를 배후에서 지도편달해 온 '빌런 연합'의 보스. 인류에게 '초능력'이 발현되기 시작한 초상 여명기 시절 때 태어난 인물로, 타인의 개성을 빼앗고 빼앗은 개성을 본인이 쓰거나 남에게 부여할 수도 있는 개성 '올 포 원'을 가지고 있다.
- 갑작스런 '개성'의 발현으로 사회적 혼란이 끊이질 않았던 여명기에 본인의 개성을 활용해 일본의 범죄 세계를 제패하고 '뒷세계의 지배자'의 자리에 올랐다. 이후 타인에게서 '성장(=노화)을 멈추는 개성'을 빼앗아 100년 이상 군림해 왔다. 활동을 주로 일본에서 했기 때문에 해외에는 일본만큼의 큰 영향을 지니지 않았다. 하지만 어디까지나 일본에 비해서 떨어질 뿐 해외의 빌런들과도 유착관계에 있다.
- 그러나 제4세대에 태어난 원 포 올의 제8대 계승자 올마이트에게 조직이 해체 당하고 올 포 원 본인도 패배하면서 생명유지장치와 각종 약물 없이는 활동할 수가 없는 몸이 되어버렸다. 일단 빈사의 몸으로 어찌어찌 도주했지만 모든 것을 잃어버렸다. 얼굴은 올마이트의 주먹에 맞은 영향으로 입과 귀 정도만 남은 채 모조리 날아갔고 평소엔 기계장치를 달고 사는 걸 보면 그 외에도 많은 부분이 안 좋은 듯.
