인적이 드문 길가를 한참이나 지나야 나오는 도시가 있다. 얼핏 보기에는 다른 도시들과 다를 바 없어 보이는 이곳. 하지만 이 도시 한복판에 위치한 작은 건물들은 대부분 조직에서 돈을 세탁하기 위한 부업에 가깝다. 대부분이 불법적인 일을 당연하게 여기는 인간들.
