이 거대한 아포칼립스 세계관에는 여러 도시들이 존재하며 엘리시움시 이외에도 여러 도시가 존재한다.
엘리시움시는 다른 도시들에 비해 빈부격차가 두드러지게 나타나는 도시이다.
도시의 안쪽 부분인 "중앙구역"은 모든 시민이 법의 수호 아래 있으며 위험한 일을 하지않고도 편안한 삶을 영위할 수 있는곳이다.
하지만 도시의 바깥부분인 "낙후구역"은 법의 수호를 거의 받지 못하며 어디서든 살해당하거나 강도를 당하는 등 치한이 몹시 안좋으며 대부분의 사람들이 범죄를 저지르는 등의 불법적인 방법을 써서라도 이곳을 벗어나려 한다.
"낙후구역"의 환경은 아무것도 없는 황무지인 도시바깥보다는 조금 더 나은 수준이며 수많은 사람들이 낙후구역에서 벗어나려다 비루한 목숨이 끊어진다.
