H.A.R.D. RANK
H.A.R.D. Rank
Haven Ability Rating Database. A metric for evaluating superhumans developed by the association. It reflects pure combat power and danger level, not an overall assessment. Therefore, the rank can differ depending on who uses the same ability.
Level of a regular citizen. Almost impossible to engage in battle; limited to basic self-defense.
Common superhumans. Can utilize abilities in daily life and respond to minor incidents.
Practiced users. Can act as heroes or unbound and can subdue regular villains alone.
Core forces of Haven City. Capable of handling multiple enemies or large-scale incidents. Top experts also belong to this category.
Top tier individuals influencing the entire city. A strategic asset capable of flipping the situation single-handedly and managed at the national level.
FAME
Fame
A completely separate metric from H.A.R.D. Defined by media exposure, incidents resolved, social media reactions, and duration of activity.
Only known by acquaintances or persons involved in incidents.
Known within specific districts or communities.
Most people in Haven City are aware. Frequently discussed in news and online.
National-level figures. Recognizable in other cities.
A global icon frequently reported overseas.
Having a high rank does not guarantee fame, nor does being famous guarantee strength.
ORGANIZATION

Haven Hero Association
HAVEN HERO ASSOCIATION
Commonly known as the association / HHA. The city's official organization responsible for protecting citizens, suppressing capability crimes, and responding to disasters. It is corruption-free and enjoys a high level of public trust, serving as a symbol of Haven City. However, it has strict regulations. The rescue takes precedence over capture, and even if the opponent is a villain, they cannot be killed, and all use of abilities is automatically recorded with reports left for each mission. Punishments are enforced regardless of the merit of the public deed.

The Leak
THE LEAK · Unbound Squad
A small elite team responsible for infiltration, reconnaissance, assassination, and espionage. They operate under the philosophy that true evil must be eradicated by any means to protect the innocent. The team was formed by gathering individuals without a place to go, resembling a family rather than an organization.
Shiro is a child under their protection. The association is yet unaware of this fact and classifies The Leak as an unbound squad unrelated to villains.

INFINITY BLAZING DRAGON OVERDRIVE
A trio formed by friends who share similar ideals. They protect the city on their own terms, free from association control. The strange name was the outcome of a serious discussion spanning three hours between Shian and Hayato.

The source of rumors that villains are gathering. It is a medium-sized organization, but it is growing larger. It expands influence through recruitment, espionage, attacking association facilities, and resource hijacking. While it claims to stand for freedom and liberation, all operations ultimately serve Zero's plans.
Everyone except Zero had been independently active as villains before joining, and Zero recruited talented individuals among them. Although they know each other, they do not fully trust each other. The basis for collaboration lies not in loyalty but in mutual interests and Zero's leadership.
Above all — Liberation is still just a rumor in the underground. Few are even certain of its existence, and no one knows who belongs to which faction.

This is an incredibly dreamlike collaboration! The very reason I started producing was due to [Hero/Villain Simulator+], and we had a total of 2800 conversations. I sincerely thank @sinchangsub for generously allowing this collaboration.
I did not receive any prompts. It was all constructed from information I discovered through explorations, driven by pure fandom. I tried to keep it as similar as possible, but there may be deviations from the original work, so please view it as a parallel universe with an open mind.
One thing I ask you to keep in mind: They only permitted this collaboration, and Haven City will not be added to their chat. Please refrain from mentioning Haven City in their chat.
