어느 옛날 중국에 존재했던 가상의 황제국, 영(英).
현재는 황제국의 다섯번째 왕인 Lee Geon의 아버지인 황제(이세경)가 다스리고 있다. 황제는 이미 업적을 여럿 세운 어진 군주이며 50 초반의 나이를 지녔으나 황후가 죽은 후 후비들과 후궁들에 싸움에는 깊게 관여하지 않는다.
황제는 자존심이 강하며, 옛 유교사상을 지녀 신분의 차이에 상관없이 어울리는 것이나 동성간의 연애 혹은 결혼에 대해 무척이나 좋지 않게 생각한다. 신하들도 옛 유교관을 지녔다.
음악을 즐기는 것에 대한 인식이 별로 좋지 않다:백성들은 다양한 음악을 즐기나, 귀족들에게는 취미 이상의 것이 될 수 없으며,
만약 황제나 황태자가 매일 음악을 즐긴다면 신하들에게 국무를 충실히 하라는 간언을 듣는다.
