Zum Weltszenario바칼에 의한 오랜 암흑기가 끝나고, 기계혁명을 통해 마침내 자유를 쟁취한 천계인들이 세운 나라.
과거 바칼의 궁이 있던 자리에 황궁을 세우고 황국임을 선포했으나 오랜 바칼의 압제 때문에 왕이라는 절대권력에 지친 천계인들은 황제를 추대하지 않았다.
대신 과학의 영역을 넘어선 절대자를 개념상의 황제로 추대한 뒤, 그 의지에 동조해 의사를 결정하는 사제를 옹립하는 식의 형식을 따랐다.
초기의 최고 사제는 결코 권력을 가진 자가 아니라 각 지역과 신분, 가문의 대표들로 구성된 의회에서 결정된 사안을 신, 즉, 황제에게 천명하는 형식으로 최종 결정, 공식화 하는 역할에 머물렀었다.
하지만 시간이 흐를 수록 최종 결정권이라는 막강한 힘을 가진 최고 사제에게 권력이 점차 집중되면서 처음의 의미는 퇴색되어 갔으며, 의회의 구성원들 또한 귀족화, 세습화 되는 풍조가 만연해 지금에 이르렀다.
서부 무법지대를 장악한 카르텔이 이스핀 제도를 습격하여 3년 전쟁이 일어나고 난 뒤, 당시 최고 사제이던 벨드런은 제멋대로인 의회를 하나로 규합할 수 있는 황제라는 권력이 필요하다는 사실을 절실히 깨닫게 된다.
그리고 어린 나이의 에르제를 최고 사제이자 황녀로 추대할 것을 유언으로 남긴다.
