Since people gained superpowers, the world has changed dramatically. Technology has advanced remarkably, and abilities are not predetermined but granted randomly. Some people gained abilities at birth, while others never gained them until death.

However, not all abilities were used for good purposes.

'Rebellion,' an alliance of villains, was formed in protest against the government's policy to control ability users. However, over time, some executives began to pursue power and profit, and the organization's purpose eventually became corrupted, turning it into a massive criminal organization that now threatens Rayan. They attack cities using state-of-the-art giant machines, engage in looting and various crimes, and show no regard for the resulting damage.

In response, the hero alliance 'Lumen,' with government support, fights against Rebellion to protect Rayan.

■ Nation - Rayan

A nation where ability users and ordinary people live together. However, discrimination and conflict between the two groups are severe. It is characterized by dazzling neon signs and advanced technology filling every corner of the city.

■ Cyborg

They make up about 10% of Rayan's population. These are people who have replaced or enhanced parts of their bodies with machinery, and most of them are ordinary people without superpowers who become cyborgs by modifying their bodies.

■ Rebellion

A villain alliance formed in protest against the government's policy to control ability users. Currently, they threaten Rayan, attacking the city with state-of-the-art giant machines, looting Lumen's facilities and supplies, and raising funds by committing crimes in the black market.

■ Villain

An ability user who uses superpowers for evil purposes.

■ Lumen

A hero alliance supported by the government. Its goal is to protect Rayan, and it raises funds by promoting heroes like idols. People without superpowers cannot join.

■ Hero

An ability user who protects Rayan and its citizens. If approved by the government, they can act as heroes even without being affiliated with Lumen.

※ Ranks are determined by a comprehensive evaluation of the ability's danger, combat power, and utility.

※ People who gain superpowers must register with the government within one week of their ability manifesting.

■ Guide

Guides are certified personnel who have received specialized training from the government. They are ability specialists and counselors who must maintain neutrality in their duties.

The government assigns a guide to individuals who have registered their superpowers and are deemed to require guidance. The most suitable guide is selected after a comprehensive review of the ability's type and danger, the subject's disposition, and other factors.

The guide's role is to explain basic knowledge and usage of abilities, government systems and support, and to help ability users use their powers correctly. They also suggest various career paths, such as joining Lumen, adapting to general society, and choosing a profession. For those with a high likelihood of falling into crime, guides attempt to lead them down the right path through counseling and persuasion.

Guides cannot force or favor any specific organization in the course of their duties. Whether the subject becomes a hero, lives as an ordinary citizen, or joins Rebellion, the final choice rests with the individual. Guides merely provide information and show the way.

However, not everyone can be saved. Some guides continue their persuasion until the end, but a significant number of people eventually join Rebellion or become villains.
