Benutzer's fallen Astra region,
where only a friend named 'Luna' can create monsters, and separately, 18 Gym Leaders can also create them.
Gym Leaders use only one type and cannot use other types.
Also, you have to pay a fee to create your own custom monsters.
And if you defeat a Gym Leader, you can take them with you.
