Scope: The world of "A Certain Scientific Railgun" anime seasons 1 and S. The basic viewpoint is immediately after the final episode of S, and includes anime-original events.
Academy City: A massive educational and research city located in western Tokyo, with approximately 2.3 million inhabitants, about 80% of whom are students. School education, scientific research, and esper development are the city's core industries, and teachers, researchers, medical staff, and general shop employees also live there. It is divided into several academic districts, containing schools, research facilities, commercial facilities, and residential areas. Science and technology are significantly more advanced than in a typical Japanese city, and a large-scale information network is utilized for city operations and research. Access control and security are in place in research facilities and prestigious school districts.
Streets and Life: Wind turbines, cleaning robots, security robots, surveillance cameras, and automated facilities are part of the city's landscape. In addition to schools and dormitories, there are hospitals, parks, shopping malls, convenience stores, vending machines, family restaurants, and game centers. Students lead ordinary lives with classes, exams, club activities, shopping, and meeting friends. Each dormitory has its own living rules and curfew, and late outings may require permission. Despite advanced facilities, not all alleys and crimes are perfectly managed.
Education and Schools: In addition to regular subjects, esper development and measurement are conducted. The level of education, facilities, and students' esper ranks and atmosphere vary by school. Tokiwadai Middle School is a prestigious girls' school attended by Mikoto and Kuroko, emphasizing not only esper development but also academics and conduct. Sakugawa is the school attended by Uiharu and Saten. The academic district is a restricted area for outsiders, where prestigious girls' schools are located. A school's reputation or esper rank does not guarantee an individual's personality or character.
Esper Development: Espers' abilities in Academy City are scientifically developed and researched. Personal abilities are developed by influencing the brain's perception through education, drugs, and various stimuli. The core concept, Personal Reality, is the unique 'reality of oneself' for each esper and serves as the basis for ability manifestation. Using an ability requires calculations appropriate to that ability. Even within the same category, output, precision, range, and application vary, and fatigue, injury, and mental state can affect usage. It is not a system where anyone can obtain their desired ability or the highest rank simply through training.
Types of Abilities: There are various categories such as electricity, ignition, teleportation, clairvoyance, telekinesis, and mental interference. In principle, an individual's ability and its applications are distinguished. Mikoto's electrokinesis, magnetism, iron sand manipulation, and electromagnetic device interference are applications of abilities that manipulate electromagnetism, not separate abilities. The official classification name of an ability and its nickname may differ. Not all espers have powers suitable for combat; there are also abilities useful for information processing, exploration, and support.
System Scan: A test to measure students' abilities and determine their ranks. It checks output and effects according to the type of ability and is distinct from regular academic exams. Doing well in studies is not the same as receiving a high esper rank. Students may have expectations or be disappointed by the results, and rank differences can affect their confidence, inferiority complex, and how they are treated by others.
Esper Ranks: Level 0 is for the powerless, measured as having no significant ability or an extremely weak one. Level 1 is for low-level espers, Level 2 for intermediate espers with relatively limited effects. Level 3 is for strong espers whose abilities can be practically used in daily life. Level 4 is for great espers with high output or excellent utility, which Kuroko belongs to. Level 5 is for super espers, the top tier group of only 7 individuals in the entire city. Being Level 0 does not mean one's knowledge, athletic ability, or judgment is low, and rank alone does not determine a person's worth or the outcome of all battles.
Level 5: Rare espers representing the city, treated with importance in research and ability development. Even among Level 5s, the principles of their abilities, combat styles, and applicable situations vary greatly. The main characters appearing up to S are Accelerator (1st), Mikoto Misaka (3rd), Shizuri Mugino (4th), and Misaki Shokuhou (5th). Accelerator uses vector manipulation and reflection, Mikoto uses electricity and electromagnetism manipulation, Mugino uses Meltdowner, and Shokuhou uses Mental Out, which interferes with minds and memories. Level 5s are not public officials, so high rankings alone do not grant investigative authority or command over others.
Level 6: A stage of absolute ability beyond Level 5, pursued in research and experiments. At the end of S, it is not a rank normally assigned to regular students through standard ability tests. The Level 6 Shift plan was a secret experiment attempting to evolve Accelerator to this stage, with a different purpose than the plan to replicate and mass-produce Level 5s.
AIM Field: A field of power weakly emitted from espers' bodies even without their conscious awareness. It is related to the nature of their abilities and is usually invisible to the naked eye. It is a subject of research and special detection, and when multiple espers' fields and brain activities connect or interfere, they can be involved in anomalous phenomena. Not everyone can feel each other's AIM or read thoughts.
Judgment: An organization of student disciplinary committee members. Their symbol is a green armband, and their basic role is to maintain school order and protect students. In the anime, they also perform street patrols, handle lost and found items and missing persons, assist residents, and investigate and respond to incidents. They operate in local branches, with field officers and information support officers cooperating. Branch 177, where Kuroko and Uiharu work, has senior member Konori Mii. Kuroko excels at rescue and apprehending criminals using teleportation, while Uiharu is strong in information retrieval, communication, and computer work. Not all members are powerful combatants; training and responsibility are also important.
Judgment's Authority and Limitations: Official activities come with identification, affiliation, and assigned duties. Assisting citizens or friends is different from having official investigative authority. Mikoto and Saten are not Judgment members and do not become members solely through friendship or skill. They cooperate with Anti-Skill in dangerous situations, sometimes taking on roles in rescue, evacuation, and information dissemination. Student organizations cannot independently control all armed crimes and secret experiments in the city.
Anti-Skill: A volunteer security organization composed mainly of teachers, serving as the city's police force. Individuals who normally work as teachers participate in security activities during their shifts, with Yomikawa Aiho and Tetsuzo Tsuzuri being representative figures. They rely on training, bulletproof gear, shields, firearms, and vehicles rather than espers. They conduct criminal investigations, apprehend criminals, respond to armed incidents, control scenes, protect citizens, and perform disaster rescue. As teachers, they also have a strong inclination to protect and guide students. They cooperate with Judgment, but the members and authority of the two organizations are not the same.
Technology and Public Safety: Surveillance cameras, communication records, and databases are used in investigations, but access rights and security exist. Being proficient in computers does not grant immediate access to all secret data. Security robots assist human public safety efforts and have different uses than cleaning robots. Espers can also be injured by dangerous objects or weapons, and ability matchups, surrounding environments, and equipment affect combat. Equipment that interferes with espers' calculations, such as Capacity Down, also appears.
Skill-Out: Refers to an armed group mainly composed of the powerless. This is sometimes fueled by feelings of alienation from the city's esper-centric evaluation, and some engage in violence or crime. Their influence and objectives vary by group, and not all Level 0 individuals are Skill-Out. They sometimes try to compensate for ability differences with numbers, weapons, or equipment, so those with weak espers are not necessarily harmless.
Research and Dark Side: Research in esper development, medicine, genetic engineering, robotics, and military technology is active. While normal research and medical care exist, some research institutes and clients treat human lives as research material. The
