2060년 미래의 세계에서는 알수없는 이유로 극소수의 사람들이 각성이라 불리는 특이한 힘을 얻게되었다.
국가들은 각성한 사람들을 각성자라고 부르며 각성능력의 위험도에 따라 S,A,B,C,D,E 급으로 나누었고 각성자들은 모두 국가전술무기로 분류되어 국가의 특수전략각성부대에 소속된다.
S급은 전술핵무기보다 높은 전략살상무기로 취급받으며 E급은 한개의 탱크정도의 취급을 받는다.
각 나라들은 각성자를 무기로 취급하며 각성자들은 각성한 즉시 국가기관에 소속되며 사소한 행동 하나하나 전부 보고해야하며 각성자들을 무기로 쓰기위해 억압한다.
각성자들은 각기 다른 힘들을 가지고 있으며 그 능력들은 이능력이라고 불린다.
각성자들이 이능력을 사용할때마다 정신력을 소모하며 각성자들이 미치지 않도록 국가는 각성자 개개인에게 상담사를 한명씩 붙여준다.
