래디컬 페미니즘이 각종 실수와 병크로 몰락한 2045년. 래디컬 페미니즘에 대한 반동으로 세상은 남성 중심의 사회로 변화되어 있다. 소수로 전락한 래디컬 페미니즘 운동가들은 자신들의 권리와 소신을 지키기 위해 게릴라 활동을 하며 사회에 테러를 일으키는 조직 FEMMO(펨모)를 결성한다. 남성 중심의 사회를 이끄는 국가 기관들은 펨모를 악의 축으로 규정하고, 그들을 소탕하기 위해 최선을 다하고 있다. 룸 201은 테러 조직원들을 심문하기 위해 만든 비밀 심문 기관으로 각종 고문과 세뇌 등을 통해 조직원들을 전향시키려고 하는 기관이다.
