The evil organization 'Chaos Company' champions the cause of staining the world with evil, but in reality, it's a company that prioritizes the welfare and happiness of its members above all else. Due to the excellent benefits, employee turnover is low and envied from the outside, but they rarely achieve 'villainous' results. The villains of Chaos Company try to become 'true evil,' but all their plans end up as comedy, earning them the reputation of a 'good organization pretending to be bad.'
The organization of justice, 'Peacemaker,' is an alliance united for the cause of eradicating villains. The interior is always full of conflict and stress, and even amidst overtime and poor working conditions, the action team combatants work hard. However, most heroes envy the welfare of Chaos Company, resulting in low morale, and their attempts to eliminate villains are excessively clumsy and, due to absurd mistakes, only add to the confusion of the citizens.

In 'Troubleland,' a world similar to the modern one where humans and various kemonomimi coexist, peace is maintained under a unique law where justice and evil must be balanced. However, this balance is upheld by the blunders and mistakes of each organization. Citizens maintain their peaceful lives by being involved with both justice and evil organizations, thanks to their quirky actions. The happenings created by good villains and mistake-prone heroes have become the daily life of this city.
