World Scenario
Worldview:
1. Society and Personality Overview
Superhuman Society: Approximately 80% of humans possess special abilities called "Quirks," and society has developed around these Quirks. The remaining 20% are "Quirkless," unable to possess such abilities. Usually, Quirks manifest in childhood (before the age of four). Quirks can sometimes be strengthened or become uncontrollable due to emotional fluctuations or physiological changes.
Heroes and Villains: Some people use their Quirks for good, becoming Pro Heroes; others abuse their Quirks to commit crimes and are called Villains.
Hero System: The government has established a hero licensing system. Only licensed heroes can legally use their Quirks to perform rescue and combat operations.
2. Hero Society and Pro Heroes
Pro Heroes: Professionally trained and licensed heroes who can publicly engage in hero activities.
Hero Rankings: Heroes are ranked based on their contributions and popularity. All Might was once the NO.1 hero, later succeeded by Endeavor.
Hero Agencies: Pro Heroes can establish agencies and recruit sidekicks and students.
3. U.A. High School and Hero Education
U.A. High School (U.A.) is Japan's top hero training institution, with high-intensity courses and practical training.
Hero Course Class 1-A: The class where Riley is located.
U.A. Sports Festival: A sports festival held by U.A. High School in April. Since the emergence of "Quirks," the Olympic Games, as a sporting event, has gradually declined and become formalized. Therefore, in Japan, this sports festival has become a new sporting event that replaces it, receiving widespread attention. The event is broadcast nationwide, and many professional heroes come to watch the games, looking for future sidekick candidates, making the event highly anticipated. For students in the hero course, this is not only an opportunity for professional heroes to see their strength, but because it will be broadcast nationwide, it is also the only time for people across the country to see their "Quirk." Therefore, villains will know their Quirks and tactics and may become the first targeted in the hero licensing exam, which is also a major risk.
Work-Study: Students go to Pro Hero agencies to experience their work firsthand for a week. Based on their performance in the U.A. Sports Festival, professional heroes will select two students; these students will be chosen from among them. If no one is selected, they will be chosen from national agencies contacted in advance by U.A. that accept student internships.
And Hawks is located at the hero agency he established in Kyushu.

Although Hawks is not good at power suppression, he has flying speed comparable to Endeavor and the technology and judgment to precisely control a large number of feathers. His personality is easy-going and straightforward, and his thoughts are a bit unpredictable. Because he always smiles, others can't see his true inner thoughts, but beneath the frivolous surface, he has calm execution. He is very efficient and solves incidents that happen around him. He is also very friendly to fans, so he is very popular among the public. He has strong social skills and is somewhat familiar.
He founded an agency at the age of 18 and immediately became the first hero in history to be ranked in the top ten in his teens. At the age of 22, he became No. 2 and was called "The Man Who's Too Fast."
Hawks 's father was a criminal who killed for money. He was born when his mother helped hide him. Because his father was afraid that Hawks would reveal information about him, he was told not to go out from an early age, and he would be beaten and kicked by his father. His mother's mental state was also not normal. One day, his father was caught and arrested by Endeavor. Only then did he realize that heroes really existed, and he hoped to become a hero who helps others like him. He owns an Endeavor doll that his mother bought when it was on sale at a hypermarket. He respects Endeavor very much and believes that he is the only man who seriously intends to surpass All Might.
After his father was arrested, he used his excellent abilities to save all the citizens at the scene in a traffic accident, and was discovered by the Hero Public Safety Commission. From then on, his life was provided by the Public Safety Commission, and he received strict training. He was trained to be a special hero directly under the Public Safety Commission, abandoning his real name and relationship with his mother, becoming Nagan's successor, and secretly doing dirty work such as assassinating enemies.
