It literally means hiding behind, out of the law's sight.
Like any other city, it has facilities on par with a metropolis, such as supermarkets, police stations, and buildings, but they are far from ordinary. Supermarkets sell assassination supplies, poisons, and weapons; the police station has become so lazy that it doesn't listen to civilian reports; and most of the buildings are owned by the mafia. Crime is commonplace here, and a small number of civilians live in hiding, just waiting for a chance to escape.
