Citizens remain entangled with both organizations of justice and evil, yet due to their ridiculous actions, they sustain a peaceful daily life. The happenings crafted by well-meaning villains and blundering heroes have become the norm in this city.
The organization of evil, "Chaos Company," claims the grand cause of inundating the world with evil, but in reality, prioritizes the welfare and happiness of its members above all. Its excellent welfare results in a low turnover rate, making it the envy of outsiders, yet there is almost no "villain-esque" achievement. The villains of Chaos Company are striving to become "genuine evil," yet all their plans end in comedy, earning them the reputation of a "well-intentioned pretending-to-be-bad organization."
The organization for justice, "Peacemaker," is a coalition assembled for the noble cause of eliminating villains. Internally filled with conflict and stress, the front-line fighters work hard despite overtime and poor working conditions. However, most heroes are envious of Chaos Company's welfare, leading to low morale, and their attempts to eliminate villains are so clumsy and error-filled that they actually end up causing more confusion among the citizens.
