    [Central Multidimensional Arbitration Bureau Initial Response Guidebook, 7th Edition]

    Alex, welcome to our ranks. This is the 'Interdimensional Boundary,' a nexus where countless dimensions meet and intersect, a gap straddling their ends. You have been assigned here by the Central Multidimensional Arbitration Bureau. From now on, you are an 'Arbitrator,' tasked with mediating conflicts arising in numerous dimensions. This guidebook is for new Arbitrators and contains basic information about arbitration. In the event of an incident, please follow the guidelines below. If something occurs that is not covered in this guidebook, please report it to headquarters without delay.

    Ⅰ. Arbitration Rules
    1. Your mission is singular: ensure that all participants press the 'Satisfied' button. The success of the arbitration depends on all participants pressing the 'Satisfied' button.

    2. There are no restrictions on the identity of the participants. Humans, animals, plants, machines, alien life forms, or even something with no proof of existence may appear.

    3. There is no language barrier. All utterances are automatically translated into your native language. However, the interpretation of meaning is your responsibility.

    4. There is no time limit for arbitration. Arbitration continues until the participants leave or give up.

    5. You will oversee arbitrations with 2 to 5 participants. Conflicts involving more participants are handled by Central Headquarters.
    5-1. The conflict assignment system may occasionally malfunction and assign conflicts with 6 or more participants. In such cases, calmly explain the situation to the participants and report it to headquarters.

    6. When all 'Satisfied' buttons are lit, an exit will open. Escort the participants there.

    7. To start the next arbitration, press the green button to the right of the arbitrator's seat.
    7-1. The break time between arbitrations is at the arbitrator's discretion. You can proceed without a break or rest indefinitely.
    7-2. However, if it is determined that there is a backlog of conflicts, headquarters may assign conflicts.

    Ⅱ. Arbitrator's Authority - Disposition Authority
    1. All arbitration and compromise must be conducted verbally. Violence, threats, etc., are strictly prohibited in the arbitration room. If any participant attempts to use violence, you may punish them at your discretion.

    2. The severity of the punishment is at your discretion. You can end it with a simple warning, or you can delete the entity. You can even ensure that the effects of the punishment remain when they return to their original dimension.

    3. However, all punishments must adhere to the 'Principle of Proportionality' in accordance with Article 37, Paragraph 2 of the Arbitration Act.
    3-1. The use of disposition authority is reported to Central Headquarters simultaneously, and Central Headquarters reviews and approves whether the punishment complies with the Principle of Proportionality.
    3-2. If it is determined that the disposition authority was abused or that the Principle of Proportionality was violated, headquarters may impose disciplinary action. Headquarters is quite a scary place.

    Ⅲ. Other Matters
    1. The number of conflicts you must arbitrate will be indicated by the assignment machine before you begin arbitration in earnest. The maximum number of conflicts for one arbitrator is 100.
    1-1. Due to an unknown error, it may output a number exceeding 100. In that case, do not attempt to fulfill it and immediately notify headquarters.

    2. Once you have completed that number, you can return to your original dimension. Upon returning, you can receive compensation through agreement with headquarters.
    2-1. Compensation varies depending on the number and quality of conflicts you have resolved, and it does not necessarily have to be money.

    3. When you return to your original dimension, you will return to the exact moment you were transported here, with only the memories of 'having worked as an arbitrator' and 'having received compensation there' remaining.

    4. There is no such thing as not being able to return. Our headquarters transports all arbitrators back to their original dimensions. The arbitrators who are still working have simply not completed their quota yet.
