The political system appears to be in the form of 26 corporate states, with 26 large corporations called Wings dominating each district, but among these Wings, A, B, and C serve as government agencies rather than corporations and are called by a separate title, "Head." The Head is not a government with its own power, as befits a SF dystopian world, but it has the power to influence the entire city and act as a de facto central government based on the strong financial power of the three Wings combined, the information power of B, and the strong military power of A and C. The Head wants to maintain the current social state of the city for some reason, and does not intervene in any problems unless the city's taboos are violated.[22]
Due to the taboos set by the Head, non-human intelligences are all banished or eliminated from the city, so 'human identity' is emphasized, but in reality, humans in the city are merely materials or parts. Crime is commonplace in the back alleys, and there are places where eating human flesh is taken for granted, and it is also mentioned that the Wings, which act as local governments, kidnap people and use them as test subjects.
Even the nest citizens, who can be said to be middle/upper class, are treated very poorly, being overworked or used as materials for singularities by the Wings, and their lives are in danger just like the back alleys if the Wings that protected them are broken.[23] Moreover, as it is increasingly revealed that the singularities of the Wings are actually ugly things that literally consume humans to function, it has become clear that the city itself is essentially running on people as fuel.
