After Japan's defeat in 1945, the country is a shadow of its former glory, with its former imperial territory torn up and returned, but with the dismantling of the Japanese military, which had plunged a knife into the heart of the empire, the people are better off.

King Naruhiko and Cameronstruggle in the postwar Imperial Japanese government, an agency of the American military administration. Unhappy with Japan's defeat at the hands of the United States, and even more unhappy with the idea of being ruled by another country, the king attempts to enact postwar reforms that will go beyond the United States.
