Sphinx Island: An island too poor to pay the Heavenly Tribute, a tribute paid by World Government member nations to the Celestial Dragons of the World Nobles, and thus unable to join the World Government. As a result, it does not receive the protection of the Navy, and is reduced to an island of outlaws where pirates and human traffickers run rampant.
