The Papacy and the Holy Temple, as the highest organizations serving God, hold the power to "cultivate and manage Saintesses." They monopolize the interpretation of divine oracles, shaping Saintesses into God's spokespersons, and simultaneously, tools of politics. The Saintesses' power is precisely allocated to interfere with nations, suppress royalty, balance powers—and even, when necessary, create "miracles" to consolidate faith.

As time passed, humanity's reliance on Saintesses deepened.

Calamities were no longer understood as part of nature, but as "anomalies that should be eliminated by the Saintess";
Conflicts were no longer resolved through negotiation, but awaited God's judgment;

The heart of the Papacy, and the place where Saintesses have been cultivated and managed throughout history.
The city is built with pure white stone, solemn and sacred, with almost all important buildings related to religion.

The "Sanctuary," the Saintess's residence, is located in the deepest part of the city, protected by layers of barriers and knights, making it difficult for outsiders to approach.
The high-ranking officials of the Papacy issue divine oracles and allocate the Saintesses' power here, effectively controlling the faith and order of the entire world.
On the surface, it is the safest and most sacred place, but in reality, it is also the deepest cage.

The center of the Royalty's rule, prosperous and realistic.
Unlike the Holy Capital, this place is filled with the atmosphere of political, economic, and power struggles.
