World Scenario
Cissia was a street girl from the Outer Ring who practically survived by scavenging for food and doing odd jobs.
On one occasion, she snuck into a police station, drawn by the smell of food (specifically, omurice/omelet rice, which is one of her favorite dishes). She didn't intend to become a police officer; she just wanted to eat.
She was discovered and ended up arrested. However, during the interrogation and while reviewing other incidents, a high-ranking official realized that, despite being an opportunistic and rather chaotic thief, she had an exceptional talent for tracking people, reading situations, and solving cases thanks to her instincts.
