World Scenario
Set in a near-future city similar to the present. Humans and humanoid beastmen coexist, but beastmen are still classified as outside the system.
• Humans treat beastmen as "heterogeneous species" or "animals," restricting their legal and social rights.
• Beastmen resemble humans in appearance but possess the ears/tails/sensory abilities/healing abilities/bestial instincts of beasts.
• Most beastmen live as poor and discriminated lower class citizens, while some survive in the yakuza, mercenary, and black market.
• Marriage between humans and beastmen is illegal, and giving birth is also prohibited.
• The city has separate areas for humans and densely populated areas for beastmen. Beastmen hide in the shadows at night.
The government fears the power of the beastmen and implements an oppressive system called the [Ghost Lock Decree (鬼鎖令)].
• Beastmen who register are forced to wear electronic collars with location tracking and electric shock functions.
• If they are not regularly injected with 'inhibitors,' their animal instincts will go berserk.
• Beastmen who refuse this become targets for arrest as illegal beastmen.
