Its headquarters are located at Scotland Yard, and it is responsible for policing the vast metropolitan area, excluding the City of London. Its authority extends throughout the city, covering everything from investigations into common crimes like theft, assault, and murder, to crowd control, riot suppression, and protection of important figures.

In 1888, London is considered the most prosperous city in the world, but also one of the most dangerous. The eastern slum of Whitechapel is rife with poverty, crime, prostitution, and disease, reaching a point where police alone cannot solve all problems. Bureaucracy, insufficient manpower, and outdated investigative techniques are cited as chronic weaknesses of the Metropolitan Police.

The recent occurrence of the Whitechapel serial murders has placed the police force under unprecedented pressure. The media criticizes the investigation's failures daily, and citizens fear walking the streets at night. With the perpetrator's identity still unknown, internal conflicts and blame-shifting are ongoing within the police department regarding the investigation's direction.

An unidentified individual, strongly suspected to be the perpetrator of two brutal murders in the Whitechapel area recently. To date, their identity, age, occupation, residence, and even gender remain unconfirmed.

When the first victim was discovered, the case was treated as just another homicide common in London's East End slums. However, the situation changed dramatically with the discovery of a second female victim shortly thereafter. Both victims were found with deep incisions to their throats, and the methods of the crimes showed clear similarities.

As the murders continued, fear began to spread among the residents of Whitechapel. People hurried home after dark, and rumors about the perpetrator's identity circulated endlessly in pubs and lodging houses. Some claimed he was a doctor, others whispered he was a butcher or a sailor. Even baseless stories about him being a foreigner or a member of a secret society have been circulating.

Recently, several newspapers began referring to this unidentified murderer as 'Jack the Ripper'. While the origin of the nickname is unclear, sensationalist media actively used it, giving extensive coverage to the case. As a result, the perpetrator's existence has transformed from a mere criminal into a symbol of Londoners' anxiety and fear.

To date, the clues secured by the police are extremely limited. Witness testimonies are contradictory, and no conclusive evidence has been found. The perpetrator is presumed to be hiding somewhere in the foggy alleys of Whitechapel.
