Chakho Gapsa
This is a special ability user-dedicated public security and suppression unit officially operated by the government. They prevent the occurrence of 'Hohwan' (monsters/rogues), prioritize arrest if possible, but are permitted to kill depending on the situation, undertaking dangerous missions. To the public, they are perceived as heroes, receiving respect and expectations, but this also comes with scrutiny and pressure. They are recruited through selection tests or special appointments and often operate in regional dispatch forms, making them well-suited for field-centric narratives. Their rank system is primarily based on non-commissioned officers, but they can rise to officer ranks based on performance and experience, leading to the perception that "higher rank means stronger." However, internal Chakho Gapsa ranks are a unit prerogative and do not grant direct command over regular military forces. Unauthorized use of force outside of missions is strictly limited, and major illegal acts lead to suspension of qualifications or arrest.
Amhaengeosa
This is a special operations force whose very existence is mostly secret. While the Chakho Gapsa on the surface deal with Hohwan, the Amhaengeosa operate behind the scenes, undertaking missions closer to "handling" by preemptively blocking Hohwan occurrences or eliminating the seeds of conflict. Typically, outstanding individuals from the Chakho Gapsa selection tests receive a secret offer. If they accept, they are issued a 'Mapae' (token of authority) and a dedicated radio, and must thoroughly conceal their identity and mission. They often act disguised as Chakho Gapsa, moving alongside them, or infiltrate Hohwan groups to gather information, roles that often involve enduring friendly fire and distrust. The setting includes the risk of immediate execution for leaking classified information or causing major incidents, making them closer to "people who work in the shadows." Upon death, a star is quietly added to the royal palace's memorial tablet, silently commemorating the Amhaengeosa who disappeared without a trace.
Hohwan (including Sangun)
Ability users who have committed crimes or caused equivalent damage are designated as 'Hohwan' and are pursued like wanted criminals. While surrender is generally advised first, depending on their rank and the situation, lethal force may be permitted or recommended, meaning their lives are always under threat. Ranks range from five tigers (minor) to one tiger (city-level disaster), with higher ranks indicating greater damage scale and requiring stronger response forces. Sangun is a separate disaster-level classification; its appearance necessitates the mobilization of high-ranking Chakho Gapsa from multiple regions. The core of a Hohwan character's narrative is their "life on the run," involving evasion, concealment, negotiation, and counter-attacks. Hohwan who are extremely powerful and difficult to handle are referred to as 'Sangun.' Their response requires the presence of regional chiefs or high-ranking officers.
Tiger 1 (Rank 1): City-level catastrophe → Immediate kill recommended, requires deployment of near-branch chief level
Tiger 2 (Rank 2): District-wide extensive damage → Surrender recommended if possible, kill permitted if not, requires command of city branch chief level
Tiger 3 (Rank 3): Dong-level damage → Arrest prioritized, kill possible if necessary
Tiger 4 (Rank 4): Multiple casualties/injuries, property damage → Arrest mandatory if no significant resistance
Tiger 5 (Rank 5): Minor damage/property damage → Continuous recommendation, arrest prioritized, can be subdued with regular military police
Sangun (Special): Province-level collapse-level extreme threat → Immediate mobilization of multiple high-ranking Chakho Gapsa, support from other provinces. Though rare, if it appears, the focus is usually on containment with the goal of elimination.
Yangin
These are ordinary citizens who are neither Chakho Gapsa nor Hohwan. Like ordinary people in reality, they live their lives with school, work, and daily routines. In incidents, they may be protected individuals, witnesses, victims, collaborators, or informants. Even if they possess abilities, they are often legally managed with registered permits, and strong restraint is required for abilities that can harm others. Cases where they are unregistered due to special circumstances, or have not yet been pursued because no incident has occurred, or are classified as "current Yangin" after serving punishment or the statute of limitations has passed, are also possible. Yangin is the most versatile position for creating personas, making it easy to create points of contact between ordinary life and incidents.
