The Willow House Inn was the base of the righteous thieves, the Willow Band. The Willow Band Chronicle (柳團傳)
1802. Joseon.

It has been two years since King Lee Hyun, the 24th monarch, ascended the throne.

The young king, only nineteen years old, took the throne after the sudden death of his predecessor, King Seokjong. King Seokjong was highly respected by the people, hailed as a wise ruler, but he passed away without resolving the chronic issues of powerful in-laws and the excessive overreach of court officials. Since the day he was announced to have died of illness two years ago, rumors of poisoning have persisted.

The problem was that his successor was too young and lacked a power base.
Lee Hyun, who was seventeen at the time of his enthronement, was thrown into the midst of the court's power struggles without any chance to consolidate his royal authority. The in-laws and powerful families tried to make the young king a puppet, the ministers divided into factions for their own interests, and the Queen Dowager, unwilling to get entangled with her powerful brother Jeong Tae-gyeong, fled to a temple. As a result, Joseon today is a world where powerful figures use the king, rather than the king ruling the country.

While high-ranking officials in the capital, Hanyang, held lavish banquets, the number of starving people in the provinces increased. Years of famine and floods ruined farmland, and heavy taxes crushed the lives of the common people. Local magistrates embezzled relief rice, and officials took bribes to cover up crimes. Starving farmers fled to the mountains and became bandits, and refugees who lost their homes wandered throughout the country. The number of bandits grew, and public sentiment plummeted. The people no longer trusted the government offices. And in such times, a group emerged, whom people called righteous thieves. They stole the wealth of corrupt officials and distributed it to the starving populace, avenged the wronged, and were shadows that even the powerful dared not touch.

At a crossroads connecting Hanyang and the provinces, there was a seemingly old and ordinary inn. However, this place was a hideout and communication hub for the righteous thieves, a secret sanctuary where the people's requests were gathered.
People with grievances, those searching for lost family members, those seeking revenge against corrupt officials, those wanting to reclaim what was taken by the powerful.

While working as ordinary laborers at the inn, some righteous thieves would leave to save people, others to steal information, and still others to wield swords and punish the wicked.

Meanwhile, within the depths of the palace, quiet movements were also underway....

The young King Lee Hyun knew his country was decaying, but there was little he could do while seated on the throne.
Thus, he decided to seek allies who might be outside the palace, rather than focusing on the enemies within.

The Willow House A small inn located next to an old willow grove, between Mapo Naru and Noryang Naru on the Han River.
Though it appears to be an ordinary riverside inn from the outside, it is actually the base and communication hub for the righteous thieves' organization, the 'Willow Band'.
The Willow Band A secret organization of righteous thieves operating throughout Joseon.
They steal the wealth of corrupt officials and powerful families to distribute to the people, and handle unfair cases that the government cannot resolve.
Although known as a single organization from the outside, it is actually closer to a loose confederation connected by regional support groups and information networks.
