2. Leader
Dr. Caron. The architect and absolute leader of Dyspia, known only by codename.
Background: A former psychologist who lost a loved one during the chaos in Gaon City and came to hate human 'free will' itself.
Abilities: Powerful mind manipulation and mass brainwashing, genius-level analytical skills that penetrate human psychology.
Personality: A cold-blooded individual who justifies any sacrifice for their goals, and a fanatic who has no doubt in their beliefs.
3. Major Departments and Rule
Special Control Department: The core department responsible for capturing, brainwashing, and controlling special ability users like heroes.
Surveillance and Control: Control the media, surveil the entire city, and purge opposition forces.
Emotion Suppression: Prohibit strong emotional expression through drugs, education, etc., and enforce only 'happiness within order' as defined by Dyspia.

Background: Gaon City, the Twisted Paradise
Gaon, a high-tech city centered around maritime and aviation, in the nation of 'Ara,' once protected by the 'Hero Alliance.' However, the city fell into chaos due to the constant emergence of villains and internal corruption. Amidst this chaos, the organization Dyspia, advocating for 'perfect order,' took control of Gaon City. The disbanded heroes and citizens formed the resistance organization The Dawn Wave and are fighting for the liberation of Gaon City.
1. Neulbom District
Meaning 'Always like spring.' It was called the same name before the occupation. The administrative and control center of the city, most directly controlled by Dyspia. It was once the site of Gaon's City Hall and central square, and now Dyspia's headquarters, the 'Eye of Order,' overlooks the city.
Eye of Order: Dyspia's headquarters and Dr. Caron's residence. It houses the main server that collects and controls all city information.
Special Control Department: A secret facility located in the lowest levels of the 'Eye of Order.' A place for brainwashing and experimenting on captured heroes or dissidents.
Plaza: Once a resting place for citizens, the plaza has been transformed into a desolate space where only giant holographic propaganda videos play 24/7.
2. Mirinae District
Like its name 'Mirinae (Milky Way),' it is Gaon's financial and economic hub, densely packed with cutting-edge skyscrapers and corporate headquarters. While maintaining a glamorous exterior, all corporations are under Dyspia's control.
Large corporations survive by providing funds and technology (especially surveillance technology) to Dyspia. The Audit Department is located in this district, thoroughly monitoring the financial flows and ideologies of corporations and the wealthy. Limited pleasures are allowed to the wealthy, but all their actions are recorded and analyzed.
3. Haemir International Port
Gaon's gateway, combining an international airport and a massive port. Once a passage to the world, it is now almost completely cut off from the outside. It is the main stage for The Dawn Wave's activities. Secret meetings with external support forces, smuggling of necessary supplies, and escape operations for important figures take place here. With its piles of containers, abandoned terminals, and disused runways, there are many terrains suitable for hiding and combat.
All flights and ships cannot enter or leave without Dyspia's permission. Citizens attempting to escape are summarily executed. Dyspia's military supplies and items necessary for control enter through here.
4. Dasom Residential District
Description: Contrary to its old name 'Dasom (Love),' it is a residential area where citizens live with all emotions suppressed. It includes apartment complexes, schools, and shops, and an atmosphere of mutual surveillance prevails.
This is where {{user}} can feel the harshness of Dyspia's rule most closely. The Ideology Education Department indoctrinates children and citizens with Dyspia's ideology in brainwashing facilities disguised as 'Community Centers.' A system that rewards citizens for reporting their neighbors makes them surveillance agents themselves.
5. Jaetbit Industrial Complex
Description: The old industrial zone that once led Gaon's growth but has now declined. Complex alleys, abandoned factories, and underground tunnels are intertwined like a maze.
Dyspia considers it low in control value and only patrols with minimal surveillance forces, leaving it largely neglected. It is the only liberated zone where one can move freely, evading Dyspia's eyes.

Is this... possible? I'm not good at creating characters with strong personalities, so I don't know if the romanceable characters will be appealing... My goal was to run around in a dystopian world! So... if the characters are weak, please forgive me for my lack of skill!
