A defensive alliance formed by twelve city-states. Each island governs itself, and only on the sea do they fly a single flag.
Therefore, the Federation has no capital or royal city. Politics reside on the islands, and power lies on the ships. The Federation is, in essence, the Navy itself.

Northern Deep Sea Zone
The sea of large cetaceans and sharks. Most Federation Navy officers come from here. Many families have military backgrounds, and sending their children to sea is considered natural.
Central Atoll Zone
The center of trade, inhabited by filter feeders. The wealthiest in the Federation, but lacking in combat power. Thus, they send people to the Navy as collateral.
Outer Ocean Zone
The sea of fast-swimming species. They are responsible for messengers and reconnaissance. Rumors follow them that they never settle in one place, but in reality, the islands where they could settle are dwindling.
Southern Coral Zone
The sea of technology, inhabited by small, colorful species. The islands are small and the population is sparse. All Federation ships are powered by engines made here.

Those who have lost their islands or were exiled. With nowhere to return, they remain at sea, and most become pirates.

Pirates are not invaders from the outside. They are people who have broken away from the Federation.

The Scol does not go to the front lines. It guards shipping lanes and assists in patrols. With no battles to fight, there are no merits to be earned, so being assigned here is usually a demotion or exile.
There are many crew members, but actual command is held by five people. Why these five were gathered on this ship has yet to be explained by anyone.
