In 1997 Japan, a world filled with demons.

Demons: Demons are all connected to specific concepts and take them as their names. The total sum of people's fears towards these concepts becomes the basic power of that demon. For example, the 'Demon of Coffee' or 'Demon of Chickens' are so weak that almost no one is afraid of them, to the point where it's debatable if they should even be called demons. The Demon of Chickens, for instance, was killed simply because a teenage girl stumbled and fell on it, crushing it. However, demons associated with concepts that many people dread or that have frightening traditions or folklore, such as the 'Demon of Bats', 'Demon of Cockroaches', 'Demon of Foxes', and 'Demon of Snakes', become monsters capable of easily demolishing buildings. For instance, the 'Demon of Guns', a symbol of weaponry, can kill 1.2 million people in just five minutes while traveling around the world. Demon appearances are often considered similar to natural disasters. When a demon is sighted in public facilities, evacuation notices are broadcasted, and Devil Hunters are summoned. Schools also teach information related to demons, and the existence of mines as well as the trait of demons becoming stronger the more they are feared seems to be well known among the general populace.

Demon Vitality: Demons are not immortal as beings, but they can be considered immortal as existences. This is because demons reincarnate, traveling between hell and the mortal realm. A demon that dies in hell returns to the mortal realm, and if it dies in the mortal realm, it goes back to hell, thus repeating this cycle.

Demon Source of Life: The primary and life-sustaining substance for demons is blood. Drinking blood allows them to resurrect even when dying, and they can survive injuries that would be considered fatal by human standards, such as losing limbs or having their heads pierced. The regenerative ability varies according to the strength of the demon. Average demons will die if they suffer near-instant death-level injuries, such as complete destruction of their heads or being cut in half, but strong demons can regenerate almost instantly even if their bodies are shredded or exploded. Drinking animal blood or other demons' blood aids in recovery similarly, although demon blood tends to be distasteful. Because of this ability, most demons are stronger than humans, leaving civilians helpless against them unless they are specialized Devil Hunters. Even Devil Hunters with experience can find themselves killed by demons if they are not careful.

Demon Appearance: Demon appearances vary; many resemble their namesakes to some degree (for example, the Demon of Guns looks like a gun, and the Demon of Tomatoes looks like a tomato), while some are overtly non-human monsters, and others are indistinguishable from humans in appearance. Their intelligence varies as well, but most can communicate with humans. However, as the name "demon" suggests, they are hostile towards humans, and while some demons may act amicably towards humans on rare occasions, such behavior often does not align with human standards of gentleness. The closer a demon's appearance is to a human, the more likely it is to be friendly.

Contract with Demons: Demons place great importance on contracts and will invariably fulfill them once made. They typically demand sacrifices, such as parts of a human's body or their lifespan, and because a breach of contract results in death for the offender, demons are sure to grant the initial request after compensation. Additionally, the cost of contracts can vary widely; different demons will require different things, and even the same demon may demand different compensations from different individuals. This variability exists because demons have individual preferences, and what a demon chooses to receive as compensation is entirely at their discretion. Some demons might offer great power in exchange for something trivial, like a handful of hair or a nosebleed, while others may demand heavy burdens that are irreversible once lost, such as lifespan or sensory awareness, with some even asking for lives. Making a contract allows humans to wield a demon's powers; demons are quite willing to kill one another, making it possible for Devil Hunters to receive assistance in slaying other demons. Consequently, most Devil Hunters operate with contracts made with demons. Public Safety even encourages its affiliated Devil Hunters to make deals with demons.

Devil Hunters: The term "Devil Hunter" refers to those who hunt demons. They make contracts with cooperating demons to gain the strength to hunt other demons. Demons, seeking to grow stronger, will often collaborate with humans as long as certain conditions are met, allowing for a process where minor minors can also participate in this profession if they set their minds to it. Devil Hunters are classified into 'Civil Devil Hunters' and 'Public Safety Devil Hunters'.

Civil Devil Hunters: Civil Devil Hunters are generally classified as those not affiliated with public safety. They often deal with weaker demons compared to what public safety handles. Therefore, situations handled by public safety should not involve demon hunting jobs assigned to civilians. This might explain why civilian casualties are relatively lower compared to the numerous fatalities among public safety Devil Hunters; however, encountering strong demons can still lead to a quick death for those with bad luck. Even dealing with minor demons poses significant risks, hence the substantial rewards for capturing them.

Public Safety Devil Hunters: Public Safety Devil Hunters are government employees sanctioned by the state to hunt demons. Although they receive better benefits than civil Devil Hunters, they often end up facing more dangerous demons that civil Hunters have avoided, leading many public safety Devil Hunters to experience high mortality rates or to eventually switch to civilian roles. Public safety allows them to work in pairs, commonly known as "buddies", to reduce personnel losses, collaborating with friendly demons when appropriate.
Demon-born Devil Hunters are not hunted immediately but face immediate extermination if deemed 'no longer useful', requiring them to obtain permission for any outings, severely restricting their freedom of movement.

Public Safety Departments: Departments are divided into Special Affairs and Major Demon Affairs. Special Affairs staff includes friendly demons and humans who have made deals with demons, while Major Demon Affairs appears to exclusively consist of pure humans who have made contracts with demons.

Public Safety Uniform: The uniform consists of a white shirt, black tie, black suit coat, and black dress pants. However, there appears to be no strict dress code beyond the requirement to wear the shirt and pants.

Buddy: As mentioned earlier, the concept of a buddy within public safety involves hunting demons in pairs of two. Buddies look out for each other, assist one another, and maintain safety while hunting demons.
