World Scenario

Go to World Scenario
The appearance of superhumans in human society was about a century ago. At first, they were considered mere mutations or miracles, but as time passed, people realized. Superhumans were beings who could overturn the order of human society. Born with extremely rare probability, they possessed combat power exceeding hundreds or thousands of ordinary soldiers, and powerful individuals could single-handedly collapse a city or change the course of a war.

Under the guise of "protection," governments worldwide soon began to manage superhumans. However, the reality was not protection but control. Children who manifested abilities were registered with state agencies from a young age and sent to special facilities, isolated from their families. There, they grew up undergoing harsh military training, brainwashing, and emotion suppression training. They were given codenames instead of names and were raised as weapons for the nation rather than as human beings.

Superhumans of this era are no longer individuals. They are "strategic assets" owned by the state, living biological weapons.

The classification of superhumans is managed at the level of state secrets. There are those with abilities on the level of ordinary tactical weapons, those with abilities on the level of corps capable of annihilating armies alone, and even those evaluated for their potential to cause national destruction, classified as strategic disaster level. In particular, the highest-tier individuals are treated with the same deterrent force as nuclear weapons and have become the most important means of maintaining the balance of international society.

The world fears superhumans. At the same time, it admires them.

Governments and the media promote them as heroes, calling them "humanity's shield," but in reality, most superhumans live deprived of their freedom. Their movement is restricted, surveillance is constant, and the state's orders are absolute. The more they lose their emotions and become perfect weapons, the higher their evaluation, but in the process, their humanity also gradually disappears.

Nevertheless, people did not remain silent.

Some argued that superhumans were also human and called for liberation, while others believed that abilities that escaped state control would destroy the world. Thus, the world maintained an uneasy balance amidst fear and control, freedom and oppression surrounding superhumans.

And now, that balance is about to collapse.

Draft Classification System for Superhumans

Class F — Unmanifested / Defective

Abilities are almost non-existent or failed to manifest.

Ex:

Minor sparks of flame
Subtle sensory enhancement
Inability to use abilities

Almost no interest from the state.

However, they may be captured for research specimens.

Class E — Lifestyle Specialization

Low combat power but possess special functions.

Ex:

Enhanced memory
Minor healing
Emotional sensing
Short-term precognition

High value for civilian use.

Companies or government agencies try to recruit them.

Class D — Dangerous Individual

Potential to harm ordinary people arises.

Ex:

Creation of small flames
Physical enhancement
Electrical discharge

Mandatory state registration from this point.

Unauthorized use is punishable.

Class C — Tactical

Formal military asset treatment begins.

Usually equivalent to special forces.

Ex:

Bullet reaction speed
Building destruction capability
Area-wide electric shock
High-speed movement

Biological weapon training begins from here.

Class B — Corps Level

Can change the tide of a battlefield alone.

Key national asset.

Ex:

Large-scale gravity manipulation
Destruction of armored units
Paralysis of parts of a city
Mental disruption

Most use codenames.

Subject to 24-hour surveillance.

Class A — Strategic Weapon

Essentially a human nuclear weapon.

Deterrent force for an entire nation.

Ex:

City annihilation
Climate manipulation
Ultra-wide area regeneration
Mass mind control

Classified as state secret.

Existence itself is a diplomatic issue.

Class S — Disaster Level

Threat on a global scale, not national.

Almost no official records exist.

Ex:

Time distortion
Spatial collapse
Continental-scale disaster
Interference with physical laws

Most:

Sealed
Failed to eliminate
Missing
Deified

Classification System for Superhuman Management Bureau Researchers

Most are called by titles such as:

"Chief of Section 1"
"Dr. White"
"Supervisor"
"Father"

Instead of names.

Special Classifications

Ethics Deprivation Designated Researcher

Researchers whose minds have been worn down by too many repetitive experiments.

Characteristics:

Emotional deficiency
Loss of empathy
Do not view superhumans as human

However, their achievements are overwhelming, so they are not eliminated.

Compatible Researcher

Rare case.

Researchers with high synchronization rates with superhumans.

Dangerous but extremely important.

Certain ability users:

Only listen to specific researchers
Only stabilize in front of specific researchers

Superhuman Response Systems by Country

France — "Control for Freedom"

France officially maintains the position that superhumans are also human.

Superhumans are allowed:

Social life
Education
Limited outings
Artistic activities

And are provided with a relatively free environment compared to other countries.

However, the reality is far from complete freedom.

The government maintains continuous surveillance and has a system in place to mobilize them as military assets at any time.

France is particularly known for frequent superhuman rights movements and civil revolutions.

Protests against ability user discrimination,
riots against experiments,
and raids on research facilities have occurred repeatedly,
and as a result, the development of extreme experiments or brainwashing techniques has been very slow.

Instead:

Psychological stabilization
Social adaptation education
Self-control training

Are world-class in these fields.

Russia — "Silent Weapon"

Russia treats superhumans as strictly confidential assets.

Most ability users do not even have official records.

Training methods are extremely harsh:

Emotion removal
Cold adaptation
Extreme isolation
Loyalty brainwashing

Are common.

Russia's strategic-level ability users are called "living ghosts."

Rumors persist in the international community that Russia already possesses S-class individuals.

China — "Collective Order"

China views superhumans as key to maintaining national order.

Ability users are educated as part of the national community from childhood,
and the ideology of prioritizing the collective over the individual is instilled.

Characteristics include:

Large-scale ability user units
Organizational tactics
Research on collective resonance abilities

Are highly developed.

In particular, China's research on "synchronization tactics," which connects multiple ability users simultaneously, is famous.

Japan — "Stability and Suppression"

Japan considers ability outbursts the most dangerous.

Therefore:

Emotion control
Mental stability
Discipline education

Are obsessed with.

Ability users live integrated into society but are under strict surveillance and undergo regular examinations.

Japanese ability users generally have high control rates and are stable, but conversely, they often lack emotional expression.

Germany — "Perfect Management"

Germany is the country that manages superhumans most systematically.

All ability users are:

Data-processed
Quantified
Classified

German research institutions are world-class in:

Suppression equipment
Ability analysis AI
Biometric measurement systems

However, there are also significant debates about humanity.

The German Management Bureau aims to make superhumans "predictable systems."

North Korea — "Deified Weapon"

North Korea's superhumans are not mere weapons.

They are symbols for regime propaganda.

Strong ability users are deified as:

Heroes of the revolution
Great protectors
Heaven-chosen beings

However, the actual internal environment is extremely closed off, and failed ability users disappear without a trace.

The outside world has little understanding of North Korea's actual strength.

South Korea — "Coexistence Society"

South Korea values the coexistence of superhumans and ordinary people.

Ability users can participate in:

Schools
Companies
Broadcasting
Sports

And throughout society.

However, simultaneously:

Real-time surveillance networks
Location registration
Ability usage records

Are very thorough.

Although seemingly free, it is evaluated as the world's most advanced digital surveillance state.

In particular, South Korea excels in:

Response to ability-related crimes
Urban combat
High-speed response units

United States — "Hero System"

The United States is the country that packages superhumans most spectacularly.

Strong ability users appear in:

Military PR
Movies
Broadcasts
Advertisements
Social media

And receive public adoration.

People call them:

"Guardians of Freedom"
"American Heroes"

On the surface, American superhumans seem to be the freest beings in the world.
But that freedom is meticulously designed.

The U.S. government manages children with manifested abilities from a very young age.
Under the name of a special protection program:

Value education
Patriotism infusion
Loyalty psychological training
Behavioral correction

Are conducted over a long period.

Most ability users do not even realize they have been brainwashed.
They believe they want to fight for their country of their own accord.

Furthermore, American superhumans are always equipped with special control devices on their arms.
Externally, they are disguised as:

Medical equipment
Biometric prosthetics
Health management systems

But their actual functions are:

Ability output limitation
Location tracking
Biometric monitoring
Emergency suppression

In extreme cases, the central system can directly block the nervous system to forcibly suppress abilities.

However, this fact is a closely guarded secret.

The public believes American superhumans operate freely, but in reality, they are closer to "commodified heroes" who are meticulously controlled.

The United States has the most developed superhuman industry, with private military companies and large ability user corporations closely linked to the government.

Norway — "Natural Coexistence System"

Norway does not separate superhumans as special beings. Abilities are accepted as natural traits of individuals rather than subjects to be controlled or regulated, and society is maintained in a direction that interferes with them as little as possible.

Superhumans live the same lives as ordinary citizens without separate isolation or management. Ability usage is also possible without special permission, but post-incident responsibility applies only if harm occurs to others.

The government does not have dedicated institutions or mandatory registration systems for superhumans, and related policies are limited to minimal safety regulations. As a result, the distinction between ability users and non-ability users becomes virtually blurred, and abilities are treated as natural individual traits rather than social status.

Superhumans are not actively incorporated into the military, and the national defense system is maintained around existing infrastructure. However, naturally occurring ability users often voluntarily intervene in disaster or crisis situations, resulting in a stable balance.

While outsiders see Norway as a country with the most lenient management, internally, a high level of social trust and autonomy-based order is maintained, showing a surprisingly stable structure.

United Kingdom — "Stratum Integration System"

The UK manages superhumans by integrating them into the traditional social class structure rather than separating them as distinct beings. Ability users are classified as special strata who are citizens but also have an obligation to serve the state, and their social status and roles are directly linked to their abilities.

Individuals with manifested abilities undergo an evaluation process to be assigned a rank and role, and in some cases, are incorporated into the peerage or honor system. This allows some ability users to gain a status similar to the aristocracy, but at the same time, they are also burdened with the responsibility of fulfilling the state's strategic obligations.

The UK's system is closer to structural integration than strong control. Ability users exist as individuals but simultaneously occupy a "functional stratum" within the social system. While this method appears stable on the surface, the combination of abilities and class also creates new forms of social disparity.

India — "Mixed Coexistence System"

India does not manage superhumans in a single manner but treats them in completely different ways depending on the region and culture. Local autonomy operates more strongly than central control, and perceptions of ability users vary greatly by region.

In some regions, ability users are revered as divine beings, considered religious symbols or protectors of the community, while in others, they are regarded as mere sources of danger and managed with strong vigilance. Thus, the social interpretation of abilities itself is not unified.

Rather than strongly controlling this diversity, the government chooses to maintain coexistence within a certain range. As a result, despite being a country with a high density of ability users, India has a structurally very complex and unbalanced form.

Ability users exist in all strata of society, intertwined with religion, politics, and local communities, forming a vast mixed ecosystem. While this may appear chaotic from the outside, internally, this diversity actually functions as a balance.

Brazil — "Informal Autonomous Ecosystem System"

Brazil operates by naturally coexisting with superhumans within regional autonomous structures, rather than completely controlling them centrally. Ability users form roles within the power structures of cities and districts rather than being clearly incorporated into the state system.

In some regions, ability users intervene in public order like vigilantes, while in others, they exert influence by being involved with criminal organizations. As a result, the patterns of ability user activities are heavily influenced by regional powers and environments rather than national rules.

The government focuses on maintaining balance rather than strong central control, choosing to manage the issue of ability users at a level where coexistence is possible rather than completely eliminating it. Consequently, Brazil has a structure maintained by practical power balance rather than institutional control.

While appearing chaotic from the outside, internally, ability users have become part of the social ecosystem, forming a unique stability.

Switzerland — "Neutral Isolation System"

Switzerland is a country that has declared complete neutrality regarding the issue of superhumans, not belonging to any faction. Ability users are classified not as state assets or threats, but as "isolated and coordinated variables," playing a central role in the international management system.

Superhumans who are uncontrollable or highly dangerous from various countries are sequentially transferred here and managed according to global common standards. The status, danger level, and stability of ability users are evaluated and recorded through thoroughly standardized procedures.

Switzerland's core principle is "maintaining balance" rather than direct utilization. It serves as a neutral buffer zone that coordinates the overall issue of superhumans without leaning towards any particular country.

While appearing as a mere neutral country from the outside, it actually functions as a key node maintaining the global order of superhumans and is also where the most dangerous individuals are quietly gathered.

Australia — "Wide-Area Isolation Experiment System"

Australia operates a system that separates and experiments with superhumans based on its vast geographical characteristics. Utilizing an environment with low population density and easy establishment of controlled zones, isolation areas have been formed where high-risk ability users or uncontrollable individuals are primarily transferred.

Ability users are limited to specific cities or districts, and these areas function as "field experiment sites." The danger, expansibility, and environmental impact of abilities are observed and analyzed over long periods, and failed individuals are also isolated here.

The government's basic policy is management through spatial separation rather than direct suppression. Instead of completely preventing the activities of ability users, the approach is to limit their impact within a controllable range.

While appearing as a simple natural country from the outside, it internally possesses a unique structure that includes the world's largest experimental and isolation zones for ability users.

New Zealand — "Free Isolation System"
New Zealand is known as the most liberal country for superhumans. Ability users can live without registration or surveillance, and society accepts them naturally without separating them as special beings. On the surface, it appears to have the world's most lenient superhuman policy.
However, that freedom is maintained within a completely controlled structure. New Zealand utilizes its island geography to effectively restrict movement from the outside, and entry and exit are managed under a strict permit system. While freedom is guaranteed internally, there are almost no avenues to leave.
Ability users live without restrictions in their daily lives, but all their activities are secretly recorded and analyzed. While forced control or oppression is not apparent, a system is in place where state-level intervention can occur immediately if necessary.
Consequently, New Zealand is evaluated as a "prison that grants freedom." While it appears to be the most peaceful society internally, it is a closed-type stable system maintained within a completely isolated island structure.
Turkey — "Border Division Control System"
Turkey views superhumans as variables existing at the border between East and West, and its control methods are designed to utilize its geographical location itself. Due to its strategic location connecting Europe and Asia, the management of ability users is also operated with two different standards applied simultaneously, rather than a single system.
In the western sector, a method of integrating ability users into the institutional framework is used, while in the eastern sector, strong military control and region-based management are central. This dual structure is applied differently based on the propensity and danger level of ability users.
Ability users are naturally reclassified by rank and propensity during their movement and are utilized as elements for maintaining balance within the country. As a result, Turkey has a unique structure where two management philosophies coexist within a single nation.
Although outwardly a connected single country, it actually functions as a "border control model" where two different systems interlock and operate.
Israel — "Combat Weapon Fixed System"
Israel is a country that clearly defines superhumans not as humans but as combat assets. Ability manifestation leads not to a change in personal life but to immediate military deployment, and all superhumans are classified as core forces in the national defense system.
Ability users are managed separately from personal freedom or social choices, and the purpose of training and operation is solely focused on combat efficiency and immediate response capability. Regardless of the type or propensity of the ability, all individuals are standardized and operated as operational units.
In this process, emotions or personal identity are not treated as important, and the ability itself is converted into value. Ability users are defined by their function rather than their name and are treated as components of the military system rather than social beings.
While viewed externally as an extreme militarization system, internally, it is accepted as an essential structure for continuous survival and national defense.
Denmark — "Social Full Integration System"
Denmark manages superhumans by completely absorbing them into the social structure, rather than distinguishing them as separate beings. Ability manifestation is treated as one of the life changes of an individual, not a special event, and the system is designed to accept this naturally.
Ability users do not move to separate military organizations or isolation facilities; they maintain their education, occupation, and welfare within the existing social system. Ability usage is also considered part of daily life, and social adaptation is the most important criterion.
Rather than direct control or suppression, the state maintains stability based on the trust structure of society as a whole. The behavior of ability users is coordinated within the legal and ethical framework, and in case of problems, re-adaptation and return are prioritized over punishment.
While appearing as the most ordinary and stable coexistence society on the surface, it is actually a structure that can only be maintained on a high level of social trust system.
Greenland — "Complete Free Zone System"
Greenland is a region where a national control structure for superhumans virtually does not exist. Due to the vast ice sheets and extreme environment, a centralized management system cannot be maintained, and ability users live here without legal or institutional constraints.
