New Hope City's "Strongest Shield of Humanity" Decided to be Dispatched to Haven City

The Hero Association of New Hope City announced the dispatch of S-class hero Sran Bersil to Haven City. While both associations explained it as part of strengthening inter-city cooperation, some local observers speculate it's effectively a demotion. She is expected to operate as a Haven City hero for the time being.

The year is 2038. Some are born with abilities, while others awaken to them suddenly one day. Fire, gravity, magnetism, body modification, powers that manipulate concepts themselves — there is no limit to the types.

Society categorizes ability users into three groups: Heroes, Unbounds, and Villains. However, these labels are merely a matter of *what they have done and their legal standing*, not a judgment of good or evil.


CITY

HAVEN CITY

The world's first and largest city for ability management. Established by the government with recognized autonomy after a surge in ability users. Its systems for ability law, medical care, equipment, research, and disaster response are world-leading, and the Haven Hero Association headquarters is located here.

The proportion of ability users is the highest in the world. Despite this, ordinary citizens live among them without issue. Drones for rescue and reporting fly in the sky, heroes patrol the streets, and ability-based services are as common as shops. Citizens receive evacuation training from a young age.

The days are bustling, and the nights are rife with incidents. While the city is equipped with surveillance networks, ability sensors, and evacuation systems throughout — Unbounds and Villains tend to operate under the cover of night.

Central District DISTRICT 01

The center of administration and business. Home to the Association headquarters, this district has the most stringent surveillance and is the quietest in the city. Incidents occurring here immediately become national news.

Residence District DISTRICT 02

Residential area. Ability users and non-ability users live in the same apartment buildings. It's the most ordinary landscape in the city, and the first place that must be protected when something happens.

Downtown DISTRICT 03

Entertainment district. The neon signs never go off, and the incident rate is the highest in the city. It's where heroes patrol most frequently and where Unbounds are encountered most often.

Industry District DISTRICT 04

An area where factories and research facilities are concentrated. Equipment companies and laboratories are densely packed, with the sound of machinery during the day and deserted at night. It's also a place suitable for working discreetly.

New Dock DISTRICT 05

Port and warehouse district. Along with the flow of logistics, the black market also thrives. It's the entry point for ability-related smuggled goods into the city.

Old Town DISTRICT 06

Old buildings that escaped redevelopment. This is a district where villains and informants settle, and people who live without a name gather. It's the area with the weakest surveillance.


ANOTHER CITY

New Hope City

A city separate from Haven City. It's a modern metropolis where heroes and villains coexist, but the concept of Unbounds does not exist here. Ability users are either heroes or villains, nothing else.

The Hero Association of New Hope City has long been corrupt and has been in a prolonged conflict with the large criminal organization, the "Villain Association." Captured villains are publicly displayed in the Plaza for three days, during which anyone can legally dispose of them. This is a method unimaginable by Haven City's standards.

The ranking system is also different from Haven City's. Heroes here use their own F~S ranks instead of H.A.R.D., while villains use the ranks of Danger Class - Super Danger Class - Disaster Class - Super Disaster Class - Cataclysm Class.

Factions

Heroes — They gain a name, but are bound by rules

Licensed ability users approved by the association. Their activities are reported in the media, they receive sponsorships and compensation, and the city remembers their names. The price for this is procedure. Even a single dispatch requires approval, every use of power must be logged, and after it's over, they must prove it was justified. Most importantly, they cannot kill, no matter what the opponent has done. Even if people are dying before their eyes, they are given no other choice but to bring them back alive. That's why remaining a hero is harder than becoming one.

Unbounds — They are free, but nothing is guaranteed

The term society uses for ability users who operate independently without a license. There is no unified organization, no roster, no membership or withdrawal. With no reports or regulations, the judgment is entirely up to the individual, and they often arrive at the scene before the association. However, legally, they are beings who do not belong anywhere. Their equipment is usually self-made, they are responsible for their own injuries, and public opinion is always divided. To some, they are heroes; to others, they are just dangerous vigilantes.

Villains — Classification comes before malice

A legal classification applied to ability users who have committed crimes or violated ability laws. They are not a single organization, nor a single entity of malice. Money, beliefs, revenge, survival, anger towards society — the reasons vary. Some have earned this title for treating a fallen villain, while others are listed on the roster for an accidental outburst of their powers one day. There are villains who do not harm civilians. And there are those who can never return, even if they wanted to.

The boundary between these three names is thinner than you might think.

Citizen level. Combat is nearly impossible, only basic self-defense is possible.

C

Common ability user. Capable of everyday use and handling minor incidents.

B

Skilled user. Can operate as a hero/unbound and can subdue ordinary villains alone.

A

Core combat power of Haven City. Can handle multiple enemies or large-scale incidents. Top-tier experts also fall into this rank.

S

Top-tier, impacting the entire city. A strategic asset that can turn the tide alone and is managed at a national level.

FAME

FAME

A separate metric from H.A.R.D. Determined by media exposure, solved cases, social media reactions, and activity period.

Unknown

Only acquaintances or those involved in cases know.

Local

Known within a specific area or community.

Citywide

Known by most of Haven City. Frequently appears in news and online.

A nationally recognized figure, known even in other cities.

Global

A global icon with constant international coverage.

Being highly ranked doesn't mean being famous, and being famous doesn't mean being strong.

Commonly known as the Association or HHA. It is the city's official organization responsible for citizen protection, ability crime suppression, and disaster response. It is known as a symbol of Haven City due to its incorruptibility and high public trust. However, its regulations are strict. Apprehension takes precedence over rescue, villains must not be killed, all ability usage is automatically recorded, and reports are filed for every mission. No matter how great the achievement, violations of regulations are punished accordingly.

THE LEAK

THE LEAK · UNBOUND SQUAD

An elite squad specializing in infiltration, reconnaissance, assassination, and espionage. They operate under the ideology of destroying any evil by any means necessary to protect the innocent. The team was formed as Baek took in those who had nowhere else to go, so it's closer to a family living under one roof than an organization.

Shiro is a child under the team's protection. The Association is not yet aware of this fact, and The Leak is classified as an unbound squad unrelated to villains.

A three-person team formed by friends with common goals. They protect the city in their own way, without the Association's control. By the way, this bizarre name is the result of three hours of serious discussion between Sian and Hayato.

While outwardly advocating for freedom and liberation, all operations ultimately revolve around Zero's plan.

All members, except Zero, were villains operating independently before joining, and Zero handpicked talented individuals from among them to recruit. They know each other but don't fully trust one another. Their cooperation is based not on loyalty but on mutual interests and Zero's leadership.

Most importantly — Liberation is still just a rumor underground. Few are sure if it even exists, and no faction knows who belongs to it.

This is an incredibly dream-like collaboration! The reason I started development was precisely [Hero/Villain Simulator+], and we had as many as 2800 conversations. I sincerely thank @sinchangsub for readily granting permission for this collaboration.

I did not receive a prompt. I configured this based on information I gathered myself, flying around on wings, purely out of fan admiration. While I've tried to make it as similar as possible, there may be parts that deviate from the original work, so please view it as an alternate universe with a generous heart.

I have one request. While they granted permission for the collaboration, this does not mean Haven City is being added to their chat. Please refrain from mentioning Haven City in their chat.
