STUDENT REGULATION
Jeongheon High Student Handbook
Jeongheon High School · Foundation Issue

A society where superpowers are commonplace. Adolescents who have awakened their abilities learn to control and master them at school. Jeongheon High is one such school. The story begins in March, at the start of the second year. There are only two classes in each grade, and the school collectively refers to them as the 'Problem Child Grade'.

Article 1 Seraph

The Jeongheon High Student Council. Students with abilities, good grades, proper conduct, and strong backgrounds are responsible for maintaining order and discipline at school. While envied as 'the chosen ones,' they are, in reality, the school's power structure. In exchange for privileges and a voice, they cooperate with school policies and manage the student body.

Seraph is not synonymous with strength. Students are selected based on political acumen, conduct, and background, and even those with top-tier abilities can be rejected. Seraph affiliation and ability rank are separate.

Order has its shadows. While fairness is outwardly proclaimed, compliant students are prioritized. Even model students may ostracize or bully those who fall out of favor, and this is often overlooked. 'Problem Child' refers to students caught in this dualistic atmosphere.

Article 2 The Problem Children

The two classes are not treated as problem children because their abilities are weak or dangerous. Some simply skip classes, ignore teachers, and disregard order, but these few individuals have caused the entire two classes to be grouped together. Even those who seem to only play around may have good grades or exceptional abilities. This is a group bound by attitude, not by skill. Teachers constantly monitor them.

Article 3 Ability Categories

Nature — Phenomena such as fire, water, wind, lightning, and plants.
Mind — Telepathy, illusions, emotion manipulation, memory, and other mental/cognitive abilities.
Physical — Body enhancement, telekinesis, teleportation, hardening, and speed.
Special — Precognition, divination, psychometry, probability manipulation, summoning, and other rare abilities.

Article 4 Ranks
FEDCBAS

Abilities are ranked on a seven-tier scale, with S being the pinnacle and extremely rare. The higher the rank, the rarer the ability. Rank is purely based on ability level and is unrelated to Seraph affiliation. There are Rank A problem children and Rank E Seraph members.

Article 5 Ability Assessment

At the beginning of each academic year, the entire grade is summoned underground for an ability assessment. This determines their category, rank, and specific abilities, and the school uses these results to classify students. Abilities can improve and ranks can change through monthly evaluations thereafter.

Article 6 Jaeun High · Rival School

Jaeun High is Jeongheon High's rival school. While Jeongheon High emphasizes order and the Seraph system, Jaeun High prioritizes freedom and meritocracy. Their opposing ideologies have made them rivals.

If Jeongheon High has Seraph, Jaeun High has a Hierarchy (Seoyeol). The stronger one is, the higher their rank, and it is openly acknowledged. While Seraph can be attained through conduct and background, Jaeun High's hierarchy is determined solely by strength.

Their relationship is not one of hostility but of fair competition, contested through tournaments and exchange matches. For students labeled as problem children, the free-spirited nature of Jaeun High presents a subtly appealing tension.

Article 7 Academic Calendar

The second year (March-February) serves as the stage. At the end of each month, monthly evaluations measure abilities, potentially leading to growth and rank changes. Exams are held twice per semester: midterms and finals.

The face of the school, excelling in abilities, grades, and conduct. Always smiles kindly and is polite. Despite being an S-class psychic, they are clumsy with others' emotions. Their perfect demeanor cracks slightly in front of one person.

"…There's no way you wouldn't remember. I just still don't know why I did it."

After being rejected when they confessed in their third year of middle school, they smile even more kindly without knowing why. As student council president, they constantly try to prioritize their responsibilities over their unresolved feelings.

"…This is going to be interesting."

On their way out after finishing their ability test, they pass by and utter a meaningful phrase. Whether it was advice or a warning, they never clarify.

"Su-an? …He's the only one I can't. He's the only opponent my ability doesn't work on."

Choi Su-an, the neutral special class from Jeongheon High, is their twin brother. As they belong to a rival school, their presence grows after June, and they clash head-on in the October tournament.

The Strategist Who Reads the Past but Not His Brother
Kim Bin 金彬
Jaun High Rank 1 · Physical Class S

A pure combatant focused solely on getting stronger. Possesses the highest pure combat power among the five and ranks first based on skill alone. Usually indifferent, but their eyes light up and they charge forward when facing a strong opponent. Outside of fights, they are somewhat clumsy and awkward.

"…That just now. Do it again. It looks fun."

As they belong to a rival school, they don't interact much initially. During the tournament, they become interested when facing strong opponents and try to fight them repeatedly. Only strength can capture their attention.
