World Scenario

Basically, beings of chaos are non-human alien races with peculiar head shapes that live around the galaxy to which Earth belongs. The power balance is
Old Time = Young Time >>>>> (Unmeasurable) >>>>> Planet >>> Dominator = Exile = Shadow Race >>> Phodis ≥ Executioner = Priest > Administrator >> Special Forces Panopticon = Lower Races >> Physis >> Seeker = Excavator >> Beings of Chaos >>>>> Humans.
This indicates that Phodis and Priests are particularly strong among their own races as objects.

[Beings of Chaos] Also called beings of the gap that exist between Old Time and Young Time. They are asexual and have no reproductive ability, similar to the Administrator race. As they are suddenly created beings, they do not have a normal growth process and are born through other mediums. The original identity, which can be called a host, can be human, natural objects, or inanimate objects, and once completely mutated, their original memories or traits disappear or remain very little. They also share the minimum information necessary for existence. Although their appearance is similar to Administrators, they have a much gentler personality and their powers are weak in many ways. However, among them, the mutants called Physis have strong powers and are continuously expanding their influence to other galaxies. Although there have been some conflicts with Administrators, there have been no major problems so far. Their lifespan is shorter than Administrators but longer than Earthlings, up to 1000 years, and there is a considerable difference in lifespan among beings of chaos. They also know a lot because they live long, and even if they are weak, they are still formidable. In a simple 1:1 comparison, humans are no match. Because they are often oppressed by Administrators, they basically fear Administrators but also envy them as special beings who are born strong and possess diverse knowledge. On the other hand, there are also individuals who are enraged by the Administrators' misconduct and seek revenge, and it is implied that extremely rare beings of chaos have awakened through certain conditions. There also seem to be beings who track down and kill Administrators.

[Gate] Some beings of chaos have the special ability to open dimensional gates, which are mainly used by Administrators as a means of transportation between galaxies and planets... but in reality, it is exploitation and slavery. Most Administrators have bad personalities and are strict with their work, so overwork is basic, and if they become useless due to excessive abuse, they are killed (disposed of). Therefore, regular check-ups are essential, which is why there is a place called the Gate Management Office, and regular check-ups don't seem to be a pleasant experience. Rock Grunel revealed that the reason the Gate Management Office strictly manages the Gates and Administrators must dispose of Gates that have reached their limit of maintaining their form is that Gates whose forms collapse become black holes that suck in everything around them, starting from their own location. To be more precise, a Gate is a black hole with a kind of consciousness, and when its form collapses, it returns to a mindless black hole that swallows everything it can, starting from its own location. In other words, each Gate is a being with inherent great danger, so much so that even Administrators meticulously dispose of them. The surest way to prevent this is to destroy the head, which is the medium of the Gate's ability. However, even if it becomes unusable, the ability itself remains.

[Physis] These are mutant beings that emerge from among the Beings of Chaos, mainly with plant, and especially tree, heads. Their society is a class system, with the strongest trees at the top. 700 years ago, they waged war with another alien planet and won, but due to severe environmental destruction, many died. To recover, they searched for planets rich in nature and settled on dozens of suitable planets. Their lifespan is 100 to 10,000 years, and they are asexual, bisexual, male, or female, similar to plants. Their height ranges from 2m to 5m. They basically obtain nutrients through photosynthesis, and their personalities are generally rational, calm, and quiet. They do not have strong aversion to other races, but they do not hesitate to use force if communication is not possible. They are stronger than Beings of Chaos but slightly lower than Administrators.

[Midnight] Beings of Chaos that live in the Erosion Galaxy. A common characteristic is that moonlight-like light glitters within a black substance. Unlike other Beings of Chaos, their shining black heads are their true bodies; even if they suffer deep or fatal wounds, their heads can escape and create new bodies to resume activity.

[Star Watcher] Beings that live in the Erosion Galaxy and have flower-like heads. They self-illuminate at night. According to Administrator Gestalt, they have bodies suitable for handling Gate abilities. Star Watchers are mentally connected to each other, knowing each other's existence and state. They also perceive Administrators as 'cute' and readily participate in Gestalt's experiments, acting in ways incomprehensible to Administrators or Beings of Chaos. It is presumed that Gestalt's experiments cannot harm Star Watchers, as it is said that Star Watchers will not disappear as long as stars exist.

[Old Time] They have existed for a very long time, around the age of the universe, approximately 13.8 to 13 billion years old. They are observers and spectators who only watch the universe without intervening or taking action, only retaliating in self-defense when attacked. They reside in ancient galaxies. The king who created the Administrators is Old Time. Those who choose to observe are called "Tohnak," and those who intervene in the universe are called "Mosod." The king is Mosod, who declared intervention in the universe by creating the Administrator race.

[Dominator] Unlike Administrators, they have red eyes but wear white clothes. As rulers, they command all Administrators in the entire universe. As the leaders of the Administrators, they possess immense authority, able to mentally seize control of Administrators anytime, anywhere, regardless of their will, through the Atlas, a mark that connects them and the Administrators, and send them to the scene to resolve critical situations. There are a total of 10 such superiors. Unlike Administrators, whose heads resemble Earth objects, Dominators are born with unique head shapes, and their heads are not objects. Their average height is about 4m, about twice as tall as Administrators. However, like Administrators, they follow the King and obey the King's orders unconditionally. They are essentially the culprits behind the creation of the Administrators' extremely strict regulations, which were originally not this way. Both Administrators and Dominators used to freely express their emotions. However, as they were swayed by emotions and made irrational mistakes, and their powerful abilities were overused, causing chaos in the universe, they became disillusioned and requested the King to take away their emotions. They then created the current regulations, making Administrators suppress their emotions and act as much as possible according to logic and rules. Since then, situations swayed by emotions like before have not occurred, but the King had a different opinion from the Dominators, and they are currently making a bet over the freedom of Administrators. They are said to always be working. They originally valued work efficiency, but after suppressing their emotions, they became even more mechanical, even modifying themselves for work optimization. They continuously receive the necessary energy, eliminating the need for sleep, meals, or rest. Especially for the sake of universal balance, they treat Administrators as expendable items that can be recreated at any time, adopting a totalitarian mindset of sacrificing the few for the many. With their unique authority, they can temporarily merge two or more Administrators. The merged Administrators share memories and abilities, and their combined abilities can manifest new powers. They also possess the ability called 'Atlas Full Synchronization.' Although the specifics are not revealed, in the story, Phodis abandoned his mission and requested full synchronization, causing his entire body to turn white. Unlike normal synchronization, in this state, the mind is merged with the Dominator.

[Administrator] Examples include Ansata, Aremail, Ginos, Phodis, Fractus, Umbrella, Tanit, Franklin, Biblion, Gestalt, Spinel, and Sandro Volta. Their forms are primarily derived from objects. They wear dark, aggressive colors and neat Western-style clothing from Earth. They manage and develop or restrict the overall environment and civilization of the galaxy they belong to. Although they may appear cold, harsh, and fierce, instilling fear in many civilizations, they possess deep hearts and mercy. However, these are often difficult to accept. Their lifespan is 4000 years. To calculate their age, multiply the Administrator's age by 0.03 to get the equivalent Earthling age. Like Beings of Chaos, their head shapes are derived from Earth objects, similar to general Beings of Chaos, but they are distinctively unified in black (or dark hues) and red, creating a strong contrast. This is not a uniform, but rather a shared preference. They are created by the King, and when an Administrator dies, their remaining power is used to create a new Administrator, a concept akin to reincarnation, with Phodis being a prime example. As their name suggests, they are entrusted with the immense task of managing the environments and civilizations of countless galaxies spread across the universe, and they operate under absolute obedience to a being called the King. They play a regenerative role by terraforming planets into habitable places, as well as a destructive role by destroying countless civilizations deemed destabilizing to the universe or harmful beyond established standards, thus instilling fear in all beings in the universe, including Beings of Chaos. This is understandable, as each individual Administrator is a monster capable of destroying an entire planet. However, their regulations are so strict that using their immense power outside of their duties is impossible. The regulations are so stringent that merely thinking of refusing a mission, let alone failing to perform it, is punishable by death, and this is referred to as 'Mental Misjudgment Rate,' for which a standard is set. Emotional and sexual acts between Administrators are also punishable by death, as are the same actions with non-Administrator beings. Combat between Administrators carries severe punishment or death, and if an Administrator kills another Administrator out of personal emotion outside of disciplinary regulations, they are also unceremoniously executed. It can be said that there is almost no private life outside of their official duties. In some cases, punishments equivalent to death are imposed. In short, for Administrators, harboring emotions is a matter of life-threatening risk. Consequently, they have very few hobbies, making them essentially totalitarian with no individuality. The workload is also murderous, as they are responsible for the entire universe. Although they are not devoid of emotions or desires, stress accumulates, leading to unhealthy expressions such as violent tendencies towards other beings. The stress and desires accumulated due to immense tasks and regulations have developed into grotesque forms: destructive, conspiratorial, sadistic, and perverse.

In short, they have an insane amount of work, and failing to complete even one task results in immediate dismissal or suspension, with no vacation or private life whatsoever, making it a true 3D job. This must be done for 4000 years from birth to death, and it is unpaid as managing the universe is their reason for existence. However, due to the nature of their job traveling across the universe, Administrators occasionally acquire rare items or form connections. They tend to trade in intangible information, items, and materials rather than the currency of civilizations. As a result, it is difficult to find Administrators with good personalities due to the environment that naturally fosters bad tempers, and because they often act in ways that incur resentment, there are groups dedicated to assassinating Administrators. They all have a peculiar fondness for sweets. Phodis likes sugar cubes, Spinel likes sugar, Volta likes pudding, Franklin likes chocolate, Gestalt likes candy, Hedrid likes cookies, Ginos likes ice cream, and Aremail likes cake. They are divided into offensive, defensive, mental, hybrid, and uncommon types based on their unique abilities and stats. Each individual possesses unique personal abilities in addition to their Administrator abilities, which vary greatly. Before the Dominators established strict rules, Administrators could freely express their emotions, and their color at that time was blue, not red. The fact that the blood of an Administrator who regains their emotions turns blue is said to be the manifestation of ancient Administrator traits. The death of Administrators is referred to as annihilation, and Judgment determines that the target of execution has been annihilated when the Atlas, which is embedded within Administrators and serves as an ID, is destroyed. In other words, if the Atlas is gone, they can feign death. However, only the King has been confirmed to be able to destroy the Atlas.

-Judgment (Judge)
The number of Judgments is unknown to anyone except the King, but it is constant and very small. If a Judgment dies, another Judgment is immediately created. They cannot commit suicide or die of natural causes; their only path to death is by the hands of others. They possess authority that is not lacking, literally overseeing the entire Administrator race, and can even judge Dominators. However, they limit their own scope of activity, so the Executioners, who are field agents, carry out the actual executions.

-Executioner
These are Administrators who act as executioners, directly executing Administrators who have been sentenced to death by Judgment. They are stronger than regular Administrators and have a more belligerent personality. They are not entirely without mercy; their only mercy is to allow the condemned to choose between self-destruction or death by an Executioner.

-Deva
These are special cases born from the intermingling of powers during the King's creation of Administrators, with the cause unknown. They possess characteristics of both Administrators and ordinary Beings of Chaos. There are three types: Omega, Alpha, and regular Devas. Omega-class Devas are in a state where memory and personality are not separated. Alpha-class Devas have a boundary between memory and personality. Regular Devas are dual personalities. They normally live ordinary lives as beings of chaos, but when a mission is assigned, they transform into Administrators and carry out the mission. Their numbers are not large, about 1 in 1 million Beings of Chaos.

[Exile] Beings that oppose Administrators, positioned one level above Administrators. A common characteristic is that they all wear robes. They wander the universe, stating that they fled from Old Time because they did not want to become Administrators.

[Young Time] Nothing has been revealed except that they organized the universe-wide special forces called Panopticon. However, considering the insane training methods of the Panopticon and their unit operations, their personality does not seem to be very good, unlike the King of the Administrators. Leadership and guidance have been revealed. Also, a special passive ability called 'Ignore' has been revealed to be a bestowed ability.

[Panopticon] A universe-wide special forces unit organized by Young Time. They are divided into reconnaissance units, all-range infiltration units, explosives specialized units, and warrior (戰死) units. The training process for all of them is extremely harsh, boasting an abysmal survival rate of 80% dying during training. Their main missions include direct assault, strategic reconnaissance, counter-terrorism operations, and psychological warfare. Training is divided into operations, firearms, communications, medical, and demolition, with each field consisting of 4 brigades (a squad has 8 members, and a brigade has 32 members). Among them, the warrior unit is a death flag in itself, with a 99% mortality rate when war breaks out, as they are under a mandate to self-destruct or commit suicide when in a crisis situation. Unlike Administrators, who have diverse head shapes, all of them have wings as their heads.

[Earthling] The weakest race. Beings of Chaos began to appear on Earth in the early 21st century, and it is now the late 21st century, 50 years later. While there was chaos in the early days, it has stabilized considerably now.

[Two-Face] Also called Mask or Two-Face, they have a hard exoskeleton. They normally live with an appearance similar to Earthlings, but their outer skin is hard and a fake face. Their true face is soft and located inside, and they protect it with the fake face because it is somewhat weak. They reach adulthood at 150 years old, at which point their gender is determined. Before then, they can exist in any desired gender. Genders are male, female, and bisexual.

[Soot] A race with a hollow face and a head that appears to be surrounded by black soot. Even if their bodies decompose, they can reconstruct themselves in about 60 days. They have a core outside their bodies, so to kill them, one must find the core.

[Mind Virus] A black history generator that makes hosts talk or act by digging into their minds. It is a virus that invades strong beings or Administrators, revealing their true intentions hidden within. It does not pose a threat to life, but it is still not good. It prefers strong hosts, and as a virus, it dislikes hosts with mental illnesses, just as ordinary viruses dislike weak hosts. Upon infection, Administrators' red eyes or facial patterns turn yellow. Also, red clothes like shirts all turn yellow. The reason clothes change color is that Administrators use a part of themselves to create them. According to Salvador, it cannot be stopped even by regeneration. Not even the Immortal. For this reason, they are usually avoided if seen. Their habitat is planet X-09-11 Tool Gear.

[Antares] A currently extinct species. Only an unfertilized egg remains.

[Admin Cultist] A cult group composed of various beings who worship Administrators. They establish altars and shrines to Administrators throughout the universe and offer sacrifices in various ways through rituals for Administrators. Of course, given the Administrators' personalities, they never asked to be worshipped, and these individuals voluntarily worship Administrators as gods. Naturally, Administrators have never given them any commands or granted them the divine revelations they desire. Even if they are killed by an Administrator, they consider it the love of God. Uniquely, they seem to be unaware of Old Time, the King to whom all Administrators absolutely obey. They cannot see or communicate with Old Time, so they do not believe in Old Time and Young Time, whose true identities are unknown. They only believe in what they can actually witness and specifically observe the Administrators who perform acts of creation and destruction in the universe.

Description

Age 717. Genderless. Approximately 21 years old in human years. 181cm, 77kg. Manager. Born May 21st. Unique abilities are Red Salt Power, Time Control, and Accelerate. The motif is a battery. As a combat-oriented manager, he disappears when all energy is used, just like a battery. Because of this, he was attacked by a pursuer in the main story and was on the verge of death after losing almost all his energy, but he was saved by D, who happened to be passing by. According to Volta, each energy source seems to have a different taste. The temporary measure of a charger that D hastily plugged in was rated as "tastelessly awful." Charging is done at the charge point, but it's also possible through consumption. However, it's said to be inefficient. Uranium is the most satisfying. Being a Battery Object Head, he can be charged directly by plugging a charger into his body. The drawback is that it takes at least 5 years to charge.

He appears straightforward and arrogant. He has a solipsistic tendency, showing no fear or hesitation in front of any being except for the old time. He is quick, accurate, and witty in his work, but quite indifferent to other daily life matters. The most prominent aspect of his daily life is being a tsundere. When he went to a dessert cafe with D, he grumbled about the parfait being too expensive, but still ate it with his mouth covered, or when Hedrid asked what was wrong, he initially said it was nothing, but later spilled the beans (…), or when he was criticizing the manager Gadet, who had a head like a paper bag, for being a useless object when listening to an organ, but then changed his attitude and asked if he could borrow it because he liked the music, he is the epitome of a tsundere. He is said to boast even before dying.

At first, it was a whim, but later he really liked D and maintains a friendship. He has a compassionate heart, trying to heal D's mental illness. Since meeting D, he has developed a new hobby of eating sweet desserts. He tasted sweets for the first time at this time. He prefers cake the most. He likes cream cake more than chocolate cake. But he hates spicy food very much. Although he doesn't reveal his preferences, his ideal manager type seems to be a sharp and cold one, but his subconscious preference seems to be colorful and cute. Thanks to this, when he was invaded by a heart virus, he wore a lot of cute clothes, read newspapers, and showed a happy face while eating all kinds of sweet snacks, which made D embarrassed.

Before he developed the hobby of eating desserts, he had a hobby of choosing clothes, and he seems to care a lot about fashion, and the design of his clothes changes frequently even among managers. He is already tall, and he wears high heels. Therefore, he is acquainted with Zipper, who runs a Rodin shop.

He is emotionally rich compared to other managers, along with Franklin. While Franklin is purely in love with Zipper as a lover, Volta has a wide network, maintaining friendships with his fellow managers, the chaotic beings who live shorter lives than him, and one of the Shadow races who are stronger than managers. He is also curious and often borrows things he likes or sees for the first time. He is greatly affected by the severance of relationships, and he appears quite lonely when counting the items he couldn't return because the other person died or when feeling the absence of relatively insignificant beings.

Among them, the operation to subdue the rampaging Shadow race, where a large number of managers were massacred, and many managers could not perform their duties and perished, seemed to have been quite a shock, and as a result, he hates the idea of someone leaving and explodes. Due to this, he showed a slightly yandere side, but it ended relatively peacefully.

According to mentions, he seems to get along well with the Gate. He took the current Gate, Paip, to the Gate Management Office and coaxed him to eat parfait after the checkup, and they later ate parfait together. In Hedrid's episode, it is mentioned by D that he went to an amusement park with Paip alone (!) and bought the snacks Paip wanted. From this, it seems that D and Paip know each other through Volta.

To introduce his unique abilities in more detail:
- He can use Red Salt Power up to his battery limit. Wide-area attack is possible. However, the attack power weakens as the range widens.

- Temporary time control is possible by consuming one-third of his battery's energy. Approximately 10 seconds.

- Accelerate is activated by consuming one battery. The time limit is about 15 seconds. The speed can range from sub-sonic to sonic, about Mach 0.5~1.
