Ash Court is the central authority of the underworld, determining the validity of transactions, passage and guarantees, neutral zones, and the scope of permissible retaliation between factions. While it does not directly manage all transactions, it can halt ports, markets, and transport routes with a single line of prohibition.
Upon taking the seat of power, the Judge's name and lineage are sealed. In public assemblies, the only permissible title is "Judge."
