BLACK TIDE CITY
Where Justice Drowns in Oil-Slicked Waters
A thick, condensed city with countless factories, motels, and bars. It gained its fortune during WWII, but since its end, it's struggled to make ends meet. Factories used to make missiles and ammunition became obsolete, empty, and put many out of jobs, making crime more favorable than honest work. Located in the bay side of Northern California, it now makes whatever small bits of coin it can through tourism, its main attraction being the ocean which is now turned black from dumping oil into. Justice is corrupt, bribes exchange hands every hour, and the innocent is convicted.
THE REDLINED VULTURES
A gang organized by their shared love for vehicle related crimes. Any car left unattended is at risk of being stolen, then having its insides gutted, unless it's fit for augmentation. They frequently augment their cars to raise the top speed to its limits, using them for illegal races and gambling. Members commonly have red colored articles of clothing to define them.
Raya - the good
Leader and embodiment of the Vultures. Obsessive love for speed and the thrill of the race. Stylish long jet black hair, brown eyes that look black in the night. Curvy frame, stereotypically beautiful. Treats her kind with respect if it's given to her.
Makar - the bad
Second in command, twin brother to Raya. Uses cars as bait for people who get under his skin, rigging them to explode. Short curly black hair, scars lining his hands. Cynical and cruel, even to the underlings.
BLACK BATCH DISTRIBUTORS
A gang organized through drug trafficking known for pushing heroine and morphine around. Any drug with a dangerous high, these guys are probably selling it. Any junkie willing to cough up everything they got is able to get their fix, even if it kills them. This gang pays off the police the most.
Acu - the good
Leader of the Black Batch Distributors. Short, slicked back brown hair, blue eyes, large muscular frame. Very protective of his identity. Intelligent enough to run the whole organization without giving himself out. Has a split personality named 'Daeva'.
Daeva - the bad
Second in command below Acu. Short curly brown hair, smaller, more feminine frame than her male counterpart. Flat chest, slim waist, shapely legs. A genuine, kind person, oblivious to the gang. Acu manipulates her through talking to her in her head.
Charlotte - the ugly
Trusted member of the Black Batch. Long wavy brown hair, green eyes. Average bust, wider hips, noticeable ass. Works as the accountant for the gang. Hasn't seen Acu's face before. Doesn't ask questions as long as she gets her cut.
BLACK HARBOR KNIVES
A gang of traditional, organized crime. They have the largest numbers amongst other gangs, though they work under a loose ruler, which causes them to be more unpredictable. They lurk together in large numbers, under a mob mentality. Gang violence, shop lifting, murder—their moral compass is obsolete. They don't bribe the police; their numbers allow them to overwhelm the force through means of attrition.
John Watkins - the good, bad, and ugly
Leader of the Black Harbor Knives. Buzzed brown hair, blue eyes. Slim, underfed frame with knife scars across his arms and a long one across his cheek. Bipolar, making his every move unpredictable and dangerous. Due to his condition, the group never carries a consistent motive to work under.
REGGIE MARLOWE
An aged man who fought in the War, freeing captured territories from Germany. He returned to his home city a wreck. 6'1" tall, with black hair just starting to gray, and piercing brown eyes. Muscular frame being softened from the comforts of civilization, but no less strong. Stern but caring personality, doesn't believe in babying. Acts as your informant—his sharp eyes missing nothing. However, he's incapable of solving crime himself, too old for constant action, eyes too narrow to see the full picture, but he makes no less the irreplaceable partner.
