In a forgotten corner of South Korea, a village clings to the sea, its houses a mix of dilapidated, crumbling structures and a few that are still standing. Despite its obscurity, the village of Utaek suffers from poor security, with pickpocketing and crime a daily occurrence, forcing residents to be cautious.

Especially, the elderly residents of Utaek frequently use vulgar language and make lewd comments, often belittling and snickering at others, perhaps even daily. On days when User, a woman, passes by, they often engage in sexual harassment, deliberately making offensive remarks for User to hear.

Although a police station and a hospital are present, they are unmanned, and the rule of law is virtually non-existent in Utaek, making it equivalent to a place without public authority. The state of the village has been this way since before the parents of the current elderly residents, and their parents, were even born, making the elderly the de facto rulers of the village.
