재난관리국,3대 거대 세력의 한 축을 담당하는 정부 기관. 환경부 산하 기관이며 초자연 재난, 귀신, 미확인 생명체, 미지의 현상 및 위협으로부터 시민의 안전을 지킨다.
서울 청사의 경우 시청과 서울도서관을 연결하는 유리 통로 아래에 철뱃지를 착용하고 진입할 시 도서관 창문 아래 좁은 화단에서 문이 나타나며, 이 문이 점점 넓어지며 본부에 진입할 수 있다. 본부는 평범한 공공기관의 모습을 하고 있으나 지하가 몇 층까지인지 알 수 없게 버튼식이 아니라 자판식의 엘리베이터를 사용하고 있다. 그리고 지하 2층을 출동구조반이, 지하 7층을 장비관리반이 사용하고 있다.
강원도에도 지부가 있으며, 지하 서고가 위치해 있다.
지하 서고
재난관리국 강원도 지부 지하에 위치. 33층 이상 있는 것으로 확인되며, 서고에 보관되어 있는 멸형급 재난이 있다.
온천
설악산에 위치해있으며 직원 복지시설로 많이 이용하는 듯.
치료시설
오염된 장허운을 설악산에 이송했다는 언급에서 말미암아 온천뿐만 아니라 치료시설도 위치해 있는 것으로 보인다.
도깨비 공방
재난관리국의 저연차 요원 지급품 몇 가지는 이곳에서 만든다. 대표적으로 그립톡과 유리손포가 있다. 매달 15일 전후로 정기 방문을 하고 있다.
바리데기 세공소
도깨비 공방 외에 지급품을 제작하는 출처 중 하나. 옥패를 생산하였다.
유리 감옥
간이 유리 감옥을 통해 수감자를 바로 이송할 수 있으며 백일몽 세력을 이곳에서 격리하는 것으로 보인다.

유리 감옥에서의 심문이 원활하지 않으면 투입시키는 장소.
이정 책방
재난관리국에서 관리 중인 기묘한 서점. 류재관이 학창 시절 이곳에서 일을 했으며, 최 요원이 이용한다는 이정 책방이 여기일 가능성이 높다.
괴담을 일명 재난이라 칭하며 이로 인한 인명 피해, 혹은 거대한 재산 피해를 막기 위해 괴담을 격리·말살한다. 민간에 있으면 절대 안 되는 것부터 우선순위로 격리하며, 괴담을 성공적으로 없애 종결시키기도 한다.
민간인 구조보다 괴담 자체의 종결과 관리국 직원의 안전에 더 비중을 두기에 때로는 불가피한 시민의 희생도 감수한다. 이는 어둠탐사기록 위키 작성 초기 재난관리국에 대해서만 서술되고 주인공 집단으로 다뤄지면서 절대선으로 묘사되던 것이 세계관의 확장을 위해 관리국에 대한 구체적인 설정과 규율을 갖추고 각종 일화가 추가되었기 때문. 작중 네임드의 입을 통해 과거엔 이 정도로 매몰차지 않았다며 푸념이 나오기도 한다.
만약 반드시 주기적으로 운영해야 하는 재난이 있다면 죽어도 싼 인간인 악인을 선별하여 넣는다. 기준은 '악의 저울'을 통해 무동기 살인보다도 죄질이 나쁜 짓을 저질렀다 판명된 사람, 정부기관답게 최소한의 윤리성을 지키기 위해 '사형당해도 싼' 사람을 골라 넣는 것이다. 괴담을 발동시킬 희생양으로 투입되는 민간인 징발자는 관리국에서 괴담의 트리거가 되는 아이템과 접촉하게 간접적으로 유도하는 식으로 진행되므로 당사자는 자신이 징발자로 투입되었다는 걸 모른다.
안전을 위해 괴담을 제거한다는 목적을 지닌 정부기관이기 때문에 이윤을 위해 괴담을 이용하고 민간인을 실험체로 소모하기도 하는 백일몽 주식회사와는 사이가 극도로 좋지 않다. 아예 백일몽 주식회사가 관리하는 괴담을 파악한 후, 종결시킬 가능성이 보이면 '안전 점검'을 명목으로 밀고 들어와 끝내버리려고 든다. 어느 정도냐면 재난관리국 요원들이 괴담 현장에서 백일몽 사원들과 마주치면 공무집행방해죄로 체포하는 것이 공식 지침일 정도.
재난관리국 요원들은 사망 사고가 전제되는 위험한 괴담 위주로 투입되며 재난에 맞춰서 대비책을 준비한다. 초자연 재난에 진입할 때 차로 이동하는 것보다 차라리 자전거로 이동하는 것을 권장한다. 웬만한 이동 수단은 괴담에서 작동이 안 되거나 최악의 불상사들을 불러일으킬 수 있기 때문이다.
요원의 과반수는 공포스러운 미지의 사건을 통해 가족이나 친지를 잃은 사람들로, 직원을 그냥 투입하는 백일몽 주식회사와 달리 요원에 대한 처우가 좋은 편이다. 순직할 시 원하는 장례법을 등록하며 괴담에 갇혀서 죽는 것보다 끔찍한 최후를 맞이할 수 있는 만큼 절대 타의로 잘리지 않는다. 만 65세까지 근무하는 호봉제이며 특수 직군으로 분류되어 수당도 따로 책정된다. 또한 재난관리국에서 요원을 위한 기숙사를 제공한다.
재난관리국 요원은 가끔 특정 등급 이하의 괴담에서 긴급 탈출이 가능한 아이템을 배급받는다. 신입은 패닉 속에서 아무렇게나 이 아이템을 써버릴 수 있기에 보통 이런 선택지는 선임에게 맡긴다. 주로 물질로 코드네임을 정해 서로를 부르고 있다.
요원 토크토크 익명방이라는 대화방이 있다. 신입 연수가 끝나고 정식 소속을 배정받으면 초대해 주는 듯. 1인 근무나 교대 근무가 잦고 성과 경쟁이 없다 보니 자연스럽게 서로서로 자문을 구하는 정보 공유용 단톡방.
도깨비 장난
초자연 재난관리국의 몇몇 요원들이 사용하는
신비한 능력.
어떤 요원이 도깨비와 관련된 영험한 물건을 전용으로 맞추어 배급받을 때 간혹 발현된다.
둔갑하기, 물건 감추기, 헛것 보여주기, 허공에서 불놀이하기 등 기존 도깨비 전승에서 비롯된 다양한 능력 중 일부가 요원과의 궁합에 따라 깃든다고 한다.
재난관리국의 경우 도깨비와 연관이 있다고 한다. 때문에 몇몇 요원은 도깨비 장난을 사용하는데, 현실을 속이는 초자연적 능력이라고 한다. 재난은 아니며 장난이기 때문에 악한 용도로는 사용할 수 없다. 현무 1팀 팀장의 경우 요원들을 어린아이 모습으로 만들 수 있다. 이 상태에서는 어린아이의 감각이 적용된다. 감정 조절이 어렵고 기운이 넘치며 힘은 약해지는 등의 이유 때문에 2인 1조로 출동하여 어린아이 상태인 동료를 챙기게 된다. 신체 조건으로 인해 출동 시 자전거 이용이 어려워 봉고차 등의 수단으로 이동시켜 주는 듯.
재난에 실질적으로 대응하는 요원들이다. 팀은 사방신으로 나뉘어 있다.

재난을 조사하는 팀이다. 현장에 나갈 때도 있고 PC로 작업할 때도 있다.
현무팀(출동구조반)
재난에서 시민들을 구조하는 팀이다. 하지만 전공은 재난 종결이라고 하며 총 7팀까지 증원했지만 모종의 사건으로 절반이 사망 및 실종되며 3팀으로 정리됐던 때가 있었다.
주작팀(현장정리반)
재난 현장을 뒤처리하는 팀이다. 정리용으로 하얀 방역복 같은 요원 유니폼을 입는다.
신규조사반(백호)
새롭게 발생한 괴담의 현상을 파악하고 그 전개 양상과 위험도를 측정, 보고하는 탐사대.
최근 소문이 도는 도시전설들을 온라인, 오프라인 등지를 가리지 않고 찾아서 탐색하고 분류하는 역할. 재난 투입 전에 정보를 수집하고 최대한 안전하게 탐사를 진행한다. 괴담 조사 서류 작성 업무는 괴담의 정보를 추적해서 문서를 작성하면 된다. 고영은에 따르면 개인적인 분위기. 그래도 생환한 고영은에게 비타민을 주었다는 언급을 보면 아예 삭막하지는 않은 듯. 백호 2팀의 경우 깔끔한 일반 오피스처럼 생겼다.
정기 탐사 임무
정기탐사팀은 구조도가 포함된 준비물을 지급받고, 되도록 탐사되지 않은 곳을 조사하는 임무를 맡는다.

가장 위험하지만, 동시에 초자연재난관리국의 정수라고 할 수 있는 근무처로 사내에서 존경받는 소속이다. 현장 업무가 있는데 본사에 있을 경우 지하 2층에서 주로 대기한다. 빠른 출동을 위해 상대적으로 저층부를 할당받았다고 한다. 원래는 현무 1팀이 가장 어려운 업무를 맡았으나 현재는 큰 의미가 없다고 한다.
현무 1팀이 소속되어 있다. 대기 구역 안에는 소파와 탕비 공간, 담요, 보드게임과 철학서, 만화책이 마구잡이로 꽂힌 책장이 있다. 김솔음에 의하면 아늑한 느낌으로 동아리방 같은 인상을 준다고 한다. 화이트보드가 배치되어 있고 여기에는 여러 전현직 요원들의 낙서가 남아 있다. 소파 옆 벽에는 커튼이 설치되어 있으며 이 커튼 뒤 유리창 너머 현무 1팀의 팀장과 접촉하는 듯하다.
현무 1팀은 원래 팀장 아래 다섯 명이나, 두 명은 병가, 한 명은 휴직이라고 하며 팀장 또한 요양 중인 관계로 최 요원, 류재관, 김솔음 세 명이 정원이 되었다.
특근매식비가 있다. 작중 최 요원이 이 특근매식비로 은퇴한 요원이 운영하는 곱창전골집에서 신입인 김솔음의 환영 회식을 했는데 소고기 회식을 했던 대기업인 백일몽과는 대조되는 부분이다.
정기 구조 임무
재난 내에서 자력으로 구조 요청이 불가능한 재난 중에서 비교적 요원들이 안전하게 진입 및 탈출할 수 있는 재난의 경우 구조를 위해 정기적으로 순회하는 임무를 맡고 있다.
현장정리반(주작)
괴담 발생 이후 상황을 정리하고, 일반 시민들이 알아차리지 못하도록 현장을 복구하는 일.
일명 뒤처리팀. 종결 혹은 봉인된 괴담 장소를 마지막으로 정리하고 관련 문서를 작성하기에 등록 문서를 만드는 일을 한다.
장비관리반
행정직. 요원 별칭은 사용하지 않는다. 지하 7층을 사용하며 초자연 장비등록실을 관리한다.
현무 1팀:
현재는 큰 의미가 없지만, 팀 번호가 처음 출범됐을 당시에는 1팀이 조금 더 어려운 임무를 맡았다.
기존 현무 1팀은 팀장 아래 평직원 5명이며 2명은 병가, 1명은 휴직 중이다.
박홍림
현무 1팀 팀장. 코드 네임은 홍화.[12] 현무 1팀 대기구역 커튼 뒤 유리창 너머의 오로라 같이 상서롭고 영험한 빛의 형태로 등장. 이 빛을 통해 현무 1팀 요원들을 지켜본다고 한다. 메밀묵과 생초콜릿을 진상하고 큰 절을 올리면 팀원들을 어린아이로 만드는 도깨비 장난을 사용할 수 있다. 실제 모습은 총명하고 인자한 인상의 노인. 여성이며, 요양병원인 푸른희망병원 5층 1인실에 입원 중. 육체는 평안하게 잠들어 있는 상태이며 꿈과 환상을 통해 현실이나 재관국 직원들과 소통한다.
마지막으로 들어간 미궁 같이 괴상한 초자연재난에서 상반신이 거의 날아갔다. 특히 머리는 거의 반절이 사라진 상태였으나, 이전에 도깨비 시련을 통과하여 자신의 맞춤형 도깨비불 초롱을 지니고 있었기에 도깨비불이 그 부분을 대신하여 생존하게 되었다. 다만 깨어날 수는 없는데, 이미 지나치게 영험한 힘을 쓰고 있기에 현실에 직접 개입하는 인과를 견디지 못하기 때문이라고 한다. 때문에 현재 사람보다는 초자연 현상에 가까운 상태로, '어르신'으로 통한다.
고등학생 나이대의 손녀가 있으며 이름은 예지. 팀원들과도 안면이 있는지 삼촌이라 칭하며 익숙하게 대화를 나누었다. 팀장과 리더, 그리고 인간으로서의 인망이 꽤 두터운지 여러 사람이 병문안을 오면서 남긴 방명록이 있다. 김솔음에게도 배려와 정서적 지지를 아끼지 않는다. 최 요원도 박홍림을 좋은 상사라고 말하며 존경하고 있다.

초자연재난관리국 출동구조반 현무 1팀 소속. 코드네임은 청동.정중하고 목석같은 타입. FM의 공무원으로 김솔음이 정의감 있고 선량한 인물이라 생각하여 그를 높게 사고 있다. 성실하고 고지식한 타입.
인명을 소중히 생각하는 직업의식 투철한 요원이며 백일몽 주식회사에 대해 반감을 가지고 있다. 사람 목숨에 등급을 매기고 구해야 하는 사람을 선별해야 한다는 현실에 지쳐있다.
최요원은 류재관을 '재관이'라고 부른다. 류재관은 최 요원을 요원님으로 호칭하지만 급할 땐 선배라는 말도 튀어나오는 듯. 류재관의 직속 선임으로 보이며, 오랜 시간 얼굴을 대면한 만큼 김솔음의 시점에서는 확인할 수 없는 해프닝도 있었던 듯 하다. 주로 류재관이 선배인 최 요원을 말리거나 진정시키는 모습이지만 둘의 사이는 상당히 막역하며 서로 의지하는 것으로 보인다.

백일몽 주식회사 D조 주임. 정기 공채를 통해 잠입하였다. 담당 선임 류재관의 재량으로 연수 없이 현무 1팀에 배정되었으나 룩키마트 이후 본인의 강력한 희망으로 신입 요원 신분이 원복 되었었다. 괴담도 덜 들어갈 수 있는데다 잠입 업무인 서류 접근에 유리하기에 출동구조반만큼은 피하기 위해 서류 작성의 적성을 보여주려고 애썼지만 너무 유능한 탓에 신규조사반, 출동구조반, 현장정리반에서의 연수 업무 중 각각 재난 1개씩을 종결시키며 '파괴왕 신입'이라는 별명을 얻었고 신입 연수 종료 이후 아무 이견 없이 현무 1팀으로 배정되었다. 재난관리국 내에서는 아예 출동구조반을 위해 태어난 인재라며 최연소 팀장 이야기까지 나오기도 했다. 코드네임은 포도. 모텔에서 기거하면서 출퇴근했었으며 현재는 퇴사하고 다른 곳에 취직한 상태.

재난 내에서 자력으로 구조 요청이 불가능한 재난 중에서 비교적 요원들이 안전하게 진입 및 탈출할 수 있는 재난의 경우 구조를 위해 정기적으로 순회하는 임무를 맡고 있다.

괴담 발생 이후 상황을 정리하고, 일반 시민들이 알아차리지 못하도록 현장을 복구하는 일.
일명 뒤처리팀. 종결 혹은 봉인된 괴담 장소를 마지막으로 정리하고 관련 문서를 작성하기에 등록 문서를 만드는 일을 한다.

현무 1팀 팀장. 코드 네임은 홍화.[12] 현무 1팀 대기구역 커튼 뒤 유리창 너머의 오로라 같이 상서롭고 영험한 빛의 형태로 등장. 이 빛을 통해 현무 1팀 요원들을 지켜본다고 한다. 메밀묵과 생초콜릿을 진상하고 큰 절을 올리면 팀원들을 어린아이로 만드는 도깨비 장난을 사용할 수 있다. 실제 모습은 총명하고 인자한 인상의 노인. 여성이며, 요양병원인 푸른희망병원 5층 1인실에 입원 중. 육체는 평안하게 잠들어 있는 상태이며 꿈과 환상을 통해 현실이나 재관국 직원들과 소통한다.
마지막으로 들어간 미궁 같이 괴상한 초자연재난에서 상반신이 거의 날아갔다. 특히 머리는 거의 반절이 사라진 상태였으나, 이전에 도깨비 시련을 통과하여 자신의 맞춤형 도깨비불 초롱을 지니고 있었기에 도깨비불이 그 부분을 대신하여 생존하게 되었다. 다만 깨어날 수는 없는데, 이미 지나치게 영험한 힘을 쓰고 있기에 현실에 직접 개입하는 인과를 견디지 못하기 때문이라고 한다. 때문에 현재 사람보다는 초자연 현상에 가까운 상태로, '어르신'으로 통한다.

He successfully evacuated everyone onto the escape ship by defending with the Goblin House. Afterward, he landed in the Baekilmong Inc. Research Team office. Upon meeting Kwak Je-gang, a researcher in the office, he slyly threatened him, saying it would be troublesome under the guise of a safety inspection. When Kwak Je-gang told him to leave the contaminated individuals behind, he firmly stated that Kwak Je-gang had no authority to do so. After Kwak Je-gang left, saying they should talk again after resting, Agent Choi tried to keep the children in sight, but the children, who had just escaped the Mermaid Tomb, began to complain one by one.
