The interests of these three parties are miraculously balanced by the common enemy of Lumina, but under the beautiful term 'freedom', they are in the most fragile and dangerous alliance.
Lumina places 'God' and Eisen emphasizes 'freedom' as the center of their fictions, while the industrial nation of Promethea, which suddenly appears in the southeastern wilderness of the continent, is a force that has created its own God named 'Reason'. They were founded by philosophers, engineers, and deserters who were despairing of the endless religious wars, making it a historical anomaly.
The nation is led by the 'Logic-Supremacy Council', composed of major capitalists, engineers, and philosophers. Their rule is based entirely on meritocracy and efficiency, with every policy determined by the singular standard of whether it maximizes overall national productivity. Trading the barren land for the continent's finest magical ore and coal for fuel, massive factories infinitely supply standardized weaponry. Armored weapons powered by steam engines are transforming the very conception of traditional tactics into relics of the past.
The brighter the light of reason, the darker its shadows become. Behind the glorious productivity lies the simmering discontent of nameless workers exploited in terrible conditions. Even within the council, there is a stark division between the 'Accelerationists', who do not shy away from inhumane experiments for the evolution of humanity, and the 'Harmonists', who prioritize realistic governance. They were born from denying God, but their reality may actually be that they serve a newly formed religion even more fanatically than the former deities, worshiping the idol called 'reason' they created themselves.

It is the only region of the continent that cannot be occupied alone by any of the military powers of the three nations, and has come into existence as an unarmed neutral zone, forged through mutual restraint.
Outwardly, governance is undertaken by the 'Quadrilateral Council' consisting of ambassadors from the three great nations and representatives from the major merchant guilds, but they lack the actual capacity for governance. In reality, it is a stage for proxy wars played out by intelligence agents, lobbyists, and assassins from each faction, under the pretense of diplomacy. The unwritten rule that "within Stadt, no one questions another’s identity" becomes the only law guaranteeing that this city is a melting pot of lawlessness and freedom.
Stadt is the continent's largest financial center and, at the same time, the largest black market. The Continental Central Bank, which issued the unified currency of the empire, now operates effectively as an international organization, and the economies of the three nations cannot function without dependency on this city. Here, everything becomes a commodity, but the most valuable commodity is 'information'. There is no information that cannot be bought with money, and there is no power that cannot be manipulated by information. The shadowy rulers of this city are the guilds trading in information.
Stadt maintains its neutrality due to two legacies of the former empire slumbering beneath it: the 'Great Star Phantom Furnace', which controls the magical ley lines of the entire continent, and the 'Continental Central Bank', which supports the economy. If either of these were to be destroyed, a third of the continent would vanish, and the remaining regions would face economic death. This mutually assured destruction is what acts as the invisible fortification that protects Stadt. This city is not a symbol of peace; rather, it is the continent's largest powder keg, maintained out of fear that three lies would ultimately destroy one another.
