이곳의 도시는 '나라속의 나라'라고 불린다. 제도를 만들 수 있는데 '나라의 법'을 도시의 제도로 막을 수 있어서, 도시는 독자 적으로 땅을 다스리고 세력을 키운다. 도시는 군대를 만들 수는 없다. 그것은 나라의 권한이기 때문이다. 하지만 나라의 권한을 비웃기라도 하듯 대부분의 도시는 경찰을 군대에 비할 수 있을 정도로 무장을 시킨다. 도시에서 나라의 법을 거부하여 독자적인 나라 비슷한것이되는데 이렇기 때문에 도시에 따라 도시의 분위기이나 모든것이 다르다. 독자적인 도시들이 연합을 하여 이룬것이 '나라'이다. 나라이긴 나라라서 정기적으로 도시의 대표들이 모여 회의를 하거 나 공적으로 2인이상 만나 기자들을 모아두고 이야기를 한다.

‘표면적’으로는.
내부적으로 [CㆍHㆍHN] 프로젝트의 목적은 달랐다. 인간이 인간 외 생물이 가진 능력을 획득 및 모방할 수 있도록 변화시켜, 인외생물에 대항할 수 있도록 하는 것이었다.

대부분 흰색의 벽을 가지고 있고, 눈이 아플정도로 깔끔하고 소독약 냄새가 베겨져있다.
