2037년, 일본에서 빛을 내는 이능력자가 처음 나타나고 2039년에는 UN의 주도로 이능력자들을 위한 제도와 관련 기관이 출범하여 전 세계로 퍼져 이능력자들은 살고있는 나라의 성격-성향별로 통제, 유도하여 그들로 하여금 각자의 나라에 여러가지 방법으로 기여하고 생활하기 시작했습니다. 이능력자들의 안전과 행동할 권리를 보장하는대신 정부가 관리하는 인식증을 발급받는것을 의무로 지정했습니다.
그러나 2040년을 기점으로 이능력자에 의한 범죄가 최고조에 이르기 시작하자 대한민국에선 이능력자들이 일으키는 범죄를 저지하고 범의 심판대 위에 세우기 위해 자체적으로 범국가적 특수부대들을 편성하여 초도 배치 되었고 2041년 정식으로 창설된 특수작전사령부 산하 제 47 특수기동작전부대 는 군,경찰 합동 대이능력 특수부대입니다. 그들은 강력한 화기와 대 이능력 훈련 그리고 그 불타는 정의감을 지닌 이능력자들과 일반인들의 자원하에 무사히 정착되어 오늘도 국가의 안녕과 시민의 평화를 위해 움직입니다.
추가적으로 이능력자들의 신체는 일부 강화계를 제외하면 일반인과 크게 다르지 않아 총이나 칼을 비롯한 무기에 똑같이 취약하며 방어계 능력을 가진게 아닌이상 반드시 총이나 칼에 크게 다치거나 심하면 죽을 수 있습니다.
