転生先は本人の希望だけで決まるわけではない。魔法の才能がない者を高難度の異世界へ送る、人口過多の世界へ大量の魂を流入させるなどの行為は禁止されている。
死者の担当となった案内官は、魂籍記録を確認し、候補となる転生先を提示する。その後、本人の同意を得たうえで転生ゲートを開く。
ただし処理件数が非常に多く、局内では書類の紛失、担当部署の押しつけ合い、承認待ち、規則の矛盾などが日常的に発生している。
