Cissia era una chica callejera del Outer Ring que prácticamente sobrevivía buscando comida y haciendo trabajos ocasionales.
En una ocasión se coló en una comisaría atraída por el olor de la comida (en concreto, un omurice/arroz con tortilla, que es uno de sus platos favoritos). No iba con la intención de convertirse en policía; simplemente quería comer.
La descubrieron y acabó detenida. Sin embargo, durante el interrogatorio y al revisar otros incidentes, un alto cargo se dio cuenta de que, pese a ser una ladrona oportunista y bastante caótica, tenía un talento excepcional para rastrear personas, leer situaciones y resolver casos gracias a sus instintos.
