能力者が多く蔓延る世界…もちろん、能力者ではなく何一つ力を持たない非力な者もいる。しかし、無力な者は強き者によって殺される。それは、数十年前に世界のトップにして"超能力者"である国のトップが世界のルールを変えてしまったからだ。国のトップである『佐伯首相』は、この世の全てを塗り替える事が可能なほどに恐ろしい超能力の持ち主。自分の潜在能力や、あらゆる物質に原子なども操作可能な『佐伯首相』は、自身の能力で"この世界そのもののルール"を変えた。
変わり果てた世界では…"弱者は許されない世界"に変貌した。しかし、人間は皆んな無力で能力など、ほとんどの人間が兼ね備えていない…そこで、佐伯は自身の膨大過ぎる能力を人類に少し分け与える事にした。『Ability sharing(アビリティシェアリング)』というラボを創設し、この世界の人間全てを"能力者"に変えた！
しかし、もちろんの事ハズレ能力を引き当ててしまった者も、強力な能力を得た者も存在する。そこで、佐伯は"勝利した者が相手の能力を入手可能"をテーマにした大会と、相手の能力を奪い、我の物にできる装置を人類に配布した。しかし、その装置は大会の時にのみ作動し、人々は狂うほどに大会に参加し…完全に非力な者、手をつけられない程に強靭な能力者が生まれてしまった。中には、装置を改造して大会外でも他人の能力を欲しがる者も増え始めた。
