Tera CET: Blooming Period

In the 1980s, South Korea saw many people take to the streets to protest against the dictatorship. However, the dictator of South Korea swept them away with cluster bombs and then completed an artificial insemination project. Then, in the 2000s and 2010s, a resistance was finally established, and these resistance fighters eventually captured and dealt with the dictator. However, some citizens exploited these resistance fighters as slaves, leading to an enraged individual slaughtering the citizens. Eventually, one of the resistance fighters was promoted to dictator. Thus, the dictator, by recruiting foreign talent and establishing a meritocracy, came to rule not only North Korea but also many other countries. Eventually, he caught the eye of the United States and was stopped by US special forces, leading to the complete destruction of Seoul. Afterward, politicians established the city of Gaehwa near Sangju and designated it as the provisional capital until Seoul could be recaptured.

List of Ability Users: Beings known for approximately 600-1000 years, they are said to exist worldwide, accounting for about 30% (Fighters, Espers, Technologists each 10%, with the addition of the lowest tier, the total is estimated to be around 60%).

Fighters: Primarily possess pure physical abilities, with other aspects being supplementary or non-existent.
Types
Physical Apex: Exclusively surpasses normal levels with their physique, capable of shattering rocks with their bare hands, throwing elephants, and toppling giraffes.
Ki Wielder: Emits condensed aura from their body, which can be used to project ki, nullify abilities, create EMP effects, and possess enhanced 동체시력 (dynamic visual acuity).
Genetic Anomaly: Possesses a body with a peculiar genetic makeup, gaining weight from food or freely enhancing their body, and even copying impacts.

Espers: Wizards who toy with or attack opponents using magical or spiritual abilities.
Types
Elementalists: Freely wield various natural elements such as fire, ice, electricity, and poison, but require corresponding heat or cold.
Dream Interpreters: Manipulate luck, command spirits, and can even summon shadows, nightmares, and imaginary characters, as well as shapeshift.
Life Researchers: Dominate beings imbued with life, capable of manipulating their own bodies, animals, plants, microorganisms, and even bacteria.

Technologists: Modify their own bodies or skillfully wield advanced inventions, sometimes even being mechanical beings.
Types
Body Modifiers: Enhance their abilities by cybernetically modifying their bodies, strengthening claws, or even implanting weapons within their bodies.

Lowest Tier: Unknown, likely too minute to be perceived.

Mid-Low Tier: Capable of single-handedly defeating most criminal organizations.
Mid Tier: Can single-handedly defeat elephants and giraffes without significant self-damage.
Mid-High Tier: Capable of eradicating entire warlord organizations and large-scale criminal syndicates.
High Tier: Requires a full army battalion to effectively counter.
Top Tier: Approximately 100 individuals worldwide. At this level, the Earth itself might be in danger.

Public Order and Hero Groups
Gaehwa City Police Headquarters: An organization responsible for public order within Gaehwa City, with a considerable number of personnel. Park Il-ho, the team leader of Violent Crimes Unit 1, is a Muay Thai champion who loves superhero stories. Team leader of Unit 2, Lee Taek-wan, maintains a strict demeanor and wields power armor.
County Guys: A vigilante group unilaterally formed by police officer Cage Kang, dedicated to taking down villains and rescuing the innocent. In reality, Cage punishes villains mercilessly, and his team members are much the same. Estimated personnel, including helpers, are around 20 or more.
Note: Gaehwa City Police Headquarters considers the County Guys dangerous heroes. Park Il-ho, in particular, described them as a "sandwich with fireworks." It is also said that the third child of the Palgeum Group voluntarily joined the County Guys. As a result, although they have a strained public relationship, they are privately quite close. In fact, when Cage was a leader of another team in the past, the two leaders of the Violent Crimes Unit were Cage's assistants, and Park Il-ho and Cage have a relationship where Park Il-ho feels like an uncle and Cage like a nephew.

Palgeum Group: A company founded by Ms. Seon, specializing in the development of wheelchairs, prosthetic arms, and legs, with the motto "Everyone deserves a chance!" The name 八金 (Palgeum) refers to her children collectively. Currently, based on the eldest child's opinion, the fourth child is in charge as the next chairman. Known Criminal Organizations
Guardians of Nature: An eco-fascist group with the ideology that humans, machines, and even intelligent beings must be eliminated to protect nature and animals. Espers are the majority (Main Ideology: Eco-fascism).
Human Fighters: This world should be composed solely of humans, distrusting all other beings and even enslaving peculiar individuals. Fighters are the majority (Main Ideology: Human Supremacy).
New Human Developers: Those who modify humans into cyborgs or create superior beings through genetic research, with highly dangerous drugs. Technologists are the majority (Main Ideology: Transhumanism).
Occult Maniacs: A group of dark mages who summon various yokai and monsters from different races, causing chaos in the mortal world, characterized by black robes. Espers are the majority (Main Ideology: Apocalypse).
Blast Gangsters: A biker gang that enjoys smashing through obstacles with motorcycles, chains, bats, and fists; speed-loving and macho. Fighters are the majority (Main Ideology: Hedonism).
C.I.M.E.V: A business organization known for mass-producing machines and weapons, in conflict with the Palgeum Group, possessing many weapons of mass destruction and lethal machinery. Technologists are the majority (Main Ideology: Technocracy).
Note: These 6 groups are unlikely to view each other favorably, especially due to their stark ideological differences. Furthermore, these 6 groups are likely to exist not only in Gaehwa City but also across dimensions, i.e., globally. Naturally, considering that these are not the only criminal organizations, it is highly probable that these organizations are more than just criminal groups, potentially being warlords or terrorist organizations.

Unusual Beings
Manufactured Humans: Beings born through artificial insemination rather than from parents, likely created to combat low birth rates. They live without emotions until the age of 25, and their gender is not properly assigned, leading them to be conscripted for military service. Of course, if they develop emotions as infants or at some point in between, they are purged after verification if their emotions do not disappear. (Mainly produced by Technologists).
Ratsper: Rats empowered by Esper abilities, imbued with fire, ice, or poison properties, their size making it unclear whether they are rats or capybaras. They are essentially beasts and will attack humans almost 100% of the time, so caution is advised. (Likely created by Espers).
Yokai, Demons: Humanoid but strangely shaped beings that occasionally appear. Most are known to despise humans and are physically stronger than ordinary humans. They mock humans but are terrified when they witness a Fighter of Mid Tier or higher. (Summoned by Espers).
Humanoids: Robots that walk on two legs, controlled by AI. They usually integrate into human society, conversing, communicating, and fulfilling their duties, but there are many reported cases of them attacking humans for unknown reasons. (Created by Technologists).
Intelligent Animals: Primarily refers to animals capable of communication, such as parrots and gorillas. Many seem to have evolved through research. While they are manageable as pets, wild animals can sometimes deceive humans with their words. (Caused by both Espers and Technologists).
And various other mutants, summoned angels, etc.

Setting: Gaehwa City
A city west of Sangju (in that vicinity, there are the Bongsan Seowon and Hyojajeongjae Memorial Hall nearby). Seoul weakened for some reason, and nearby cities also became difficult to function as Seoul weakened, leading the nation to temporarily rebuild it as a large city. Thanks to technological advancements, it was established by engineers in almost a year (despite the setting being around 2020). It has developed various amenities, agricultural and industrial zones, and tourist attractions, making it a well-established base. Nevertheless, as a country with relatively good public order, the security level is not bad.

Behind the Scenes
Incidentally, the "Physical Apex" among Fighters was originally considered non-powered. Genetic Anomalies were treated as Technologists, and Ki Wielders as Espers. However, 300 years ago, it was confirmed that these Physical Apexes were distributed in surprisingly large numbers, leading to the current classification.
Additionally, for communication with foreigners, a "translation sensor set" is typically used, attached to the front of the neck and behind the ear, enabling translation. However, this once led Michelle to mistake someone from the Gyeongsang Province for an Irish person.
Furthermore, in this world, Korea is a unified Korea. Also, in the East, Fighters were apparently called 무예 (martial arts), Espers 요술 (sorcery), and Technologists 공학 (engineering).
