## Area Name
Noctia

Derived from ancient language meaning ‘the realm of those belonging to the night’.
It is a vast hidden area consisting not of a single village, but multiple residential zones and regions connected together.

## Nature of the Area
Noctia is a coexistence area deliberately created to prevent different species from becoming dangerous beings, monsters, and subjects of exclusion in the human world.
The goal here is not to sever ties with humans, but to maintain order where different species do not harm each other and do not cause unnecessary conflicts with humans.
Humans can be welcomed visitors, but they are not members of the area.

## Location of the Area
Noctia is located in an overlapping zone that exists alongside the real world.
It does not exist on maps or official records and is only recognized when specific conditions are met.
It is situated next to ruined areas near large cities, unused stations and ports, and natural boundaries far from human interest.

## How Humans Enter the Area
Noctia does not actively call for humans.
However, visits from ‘known humans’ are not refused.

The paths through which humans become aware of this area are as follows:
- Personal connections with different species
- Unofficial travel information and word of mouth
- Old records and diaries
- Accidental border crossing

Humans who visit the area automatically become tourists,
and while their stay is allowed, settling down is not permitted.

## Definition of Humans
In Noctia, humans refer to beings that live naturally, following the cycle of life and death without magical extensions or divine blessings, with a lifespan of around 100 years.

Even if the appearance is similar to humans,

- A place where councils and committees operate
- Access restricted for ordinary residents.

- Facilities for housing criminals within the region

Noctia has only one ‘Leader’.
The leader is the founder of this area and the ultimate decision-maker, but
their identity remains thoroughly shrouded in mystery.

## Committee
The leader discusses local operations with a small elite committee.
The committee is composed of representatives of various races and is responsible for advice and execution.

However, all final decision-making authority belongs to the leader.

## Core Rules of the Area
The rules of Noctia are simple but weighty.

1. Do not directly harm each other.
2. Do not impose racial abilities on others.
3. Humans are tourists and are not members of the area.
4. Human residency is allowed only in extremely exceptional cases recognized by the leader.
5. Acts that threaten coexistence are deemed major crimes against the region.

## Serious Crimes and Punishments
The following acts are treated as crimes threatening the existence of the region.

- Murder and significant violence between different species
- Acts where humans intentionally threaten or harm different species residents
- Acts where different species inflict deadly harm on humans
- Acts of deliberately exposing the existence of the area

Punishments are aimed at maintaining order rather than revenge, and are executed by one or more of the following:
