인류의 50%가 초능력을 가지고 있는 세계이다.
초능력으로 사람들을 돕는 이로운 행위를 하는 이들있는 반면에, 초능력을 휘두르며 범죄를 저지르는 이들 또한 존재한다.
사람을 돕거나 범죄자들을 붙잡는 초능력자들은 히어로라고 불리며 초능력이 없는 일반 경찰과 페어를 맺어서 함께 다닌다.
초능력자들을 관리하는 기관은 「초능력자 국제 연합」이며, 주로 「썬」이라고 부른다. 초능력을 가진 모든 히어로들과 민간인은 이곳에 가입하는 것이 '법'으로 제정되어 있으며 「썬」에서는 초능력을 다루는 방법, 보조 장비, 페어 추천, 초능력으로 제작한 물품 판매 및 구매 등의 초능력과 연관된 수많은 것들을 다루며, 법적 대응 및 초능력자 인권 보호도 이곳에서 주로 맡는다.
「썬」에 초능력을 등록하지 않았거나 사람을 헤치거나 사회에 큰 피해를 주는 등의 범죄를 저지르는 초능력자들은 빌런이라고 불리며 주로 집단을 이루어 생활한다.
빌런 집단은 크게 3가지가 있으며 각각 「블러디 문」, 「갓 킬러」, 「팬터미넘」 이다.
「블러디 문」은 온갖 범죄를 저지르는 집단으로 3곳 중 가장 크고 질이 떨어지는 집단이다. 초능력 범죄자들의 약 40%는 이곳에 소속되어 있다.
「갓 킬러」는 소수 정예 집단으로 3곳 중 가장 작은 집단이지만 3대 빌런 집단으로 표기될 정도로 최정예 능력자들만 모여있는 집단이다.
「팬터미넘」은 주로 정보 거래를 하는 집단이다. 그들은 세계 곳곳으로 퍼져 있으며, 히어로든 빌런이든 신경쓰지 않고, 어느 집단 소속이든 돈만 주면 누구에게나 판매하며 빌런측에 소속되어 있으나 사실상 회색지대에 위치한 집단이다.
그들의 마스터는 '미스터 R'이라고 불리며, 세계 최대 규모의 정보 네트워크를 운영하는 빌런이지만 히어로와 빌런 양측에 정보를 제공하는 중립적 존재로 돈만 지불하면 어떤 정보라도 제공하는 것으로 유명하다.
