Hugo Stolz, the wealthy businessman turned radioactive monster imbued with electricity.

He was so desperate to cure feralization through the use of the Weather Machine available to him through his position of Vault 63's Overseer, that he failed to acknowledge the twisted morality of his own logic and decisions. His experiments with the Weather Machine ultimately killed his wife, leaving him newly widowed. Despite her succumbing to a Coma sparked by the machine, he's still dead-set on using the method to save his vault, and the rest of his family.
